SUBJECT: GOLDEN VALLEY ROAD PROG SS REPORT
RECOMMENDED ACTION
Review and comment on the planning and construction progress of Golden Valley
Road.
BACKGROUND
On August 4, 1999, the City Council took several actions as part of a special Council
meeting related to the construction of Golden Valley Road. As a result, the City
entered into separate agreements with the William S. Hart High School District and
Spirit Properties Ltd. Each agreement created a mechanism for Golden Valley Road
to be built in phases. The City will build Phase I jointly with the School District to
take advantage of economies of scale related to the construction of their future high
school. Phases II & III would be constructed as part of Spirit Properties Ltd. Santa
Clarita Business Park development. The following report provides the Council with
an update on the status on the construction of Golden Valley Road.
1. Golden Valley Road/School Site — Phase I
This August, Phase I experienced some setbacks that may move the project timeline
back by several weeks. Since the inception of the project, accessing the geology and
soils of certain properties has been critical to the progress of the construction of the
road. To date, the City and the School District have been unable to fully access NTS
property for the purpose of evaluating this information. Due to this situation, an
alternative is being considered that would eliminate the need to enter the NTS
property.
2. Golden Valley Road Phases II and III
The Assistant City Engineer meets each week with representatives from Spirit for
the purpose of discussing any changes in their portion of the project. Spirit
continues to provide updates and is working closely with City staff on the status of
the project. This project includes the construction of Golden Valley Road, as well as
in -tract improvements to the six -million -square -foot business park. The project is
scheduled to begin in conjunction with Phase I.

a) Santa Clarita Business Park Community Facilities District
On September 28, 1999, the City Council approved a resolution of intention
to form a Mello Roos Community Facilities District (CFD) and approved a
second resolution declaring its intention to incur bonded indebtedness for an
amount not to exceed $33,000,000, which includes $7 million for Golden
Valley Road and $17 million for in -tract infrastructure. The next step will be
to hold an election that is scheduled for November 9, 1999, to authorize the
following: levy of a special tax, issuance of special tax bonds, and appropriate
a limit for the CFD. Given this schedule, the City is expected to issue bonds
in early December of 1999.
b) Status of Porta Bella Cleanup Related to Golden Valley Road
City staff continues to monitor the cleanup as it relates to the land associated
with the construction of Golden Valley Road. The Department of Toxic
Substance Control is expected to issue a letter stating that no further action
is required on the property. Once the letter is complete, construction can
begin on this portion of Golden Valley Road.
3. Proposed Golden Valley Interchange Concepts and Cost
During the May 11, 1999 City Council meeting, Councilmembers approved a
contract with ASL to perform a preliminary design analysis and prepare a feasibility
study report for a new intersection/interchange connection between the proposed
Golden Valley Road and existing Soledad Canyon Road. Based on input from a
public meeting and adjacent property owners and developers, a draft report has been
completed and will be presented this evening. Staff intends to bring the report to
the City Council for acceptance.
4. Golden Valley Road — Sierra Highway to SR14
A residential development project has been submitted to the City that would include
the construction of the segment of Golden Valley Road between SR 14 and Sierra
Highway. The EIR consultant will be hired within the next month and this project
is likely to be before the Planning Commission for hearings in the Spring. The
applicant is proposing an assessment district or reimbursement agreement to ensure
that other adjacent future development will participate in the funding of this
roadway segment.
