RECOMMENDED ACTION
City Council conduct the public hearing and approve Resolutions 99-60 certifying the EIR
with a statement of overriding considerations, approve Resolution 99-61 approving General
Plan Amendment 98-003 and introduce Ordinance 99-9 which approves Zone Change 98-
002 and Modifications to the Porta Bella Specific Plan and Development Agreement, subject
to City Attorney approval, and pass to a second reading.
BACKGROUND
On April 6, 1999, the City of Santa Clarita Planning Commission adopted Resolution
P99-09 recommending that the City Council certify the Environmental Impact Report
prepared for the Golden Valley Road/High School Site, as well as recommending Council
adoption of a Statement of Overriding Considerations for the project; and recommending
that the City Council approve the requested entitlements for the project.
The Planning Commission considered the project over the course of five meetings, prior
to forwarding a recommendation to the City Council regarding an action on the project.
The meetings were held on February 16, 1999, March 2, 1999, March 16, 1999, March
30, 1999, and April 6, 1999. During the course of these meetings, the Commission
considered staff reports, public testimony and the Environmental Impact Report
prepared for the project. Copies of the five staff reports and five sets of minutes are
contained in the City Council reading file.
Master Case 99-114, in which the City and the William S. Hart Union High School
District are the co -applicants, includes a number of different requests. The first is the
certification of the EIR that would enable the grading of the high school site and the
grading and partial improvement of Golden Valley Road from Sierra Highway to
approximately Redview Drive. The construction of the road would occur as part of the

City's development agreement with the Santa Clarita Business Park. Since the high
school site requires the export of material and the road needs an import of fill material,
this project benefits both entities. The second request is for a General Plan amendment
and zone changes in the Golden Valley area. These land use changes are being done for
several reasons, including recognizing existing legal uses, creating more logical zone
boundaries, meeting the land use needs of the school district and to establish uses in
conformance with the Golden Valley and Via Princessa alignments. The Planning
Commission believed that a Planned Development (PD) overlay zone should be included
in order to maintain orderly development in this emerging area.
Lastly, there is a request to modify the existing Porta Bella Specific Plan and
Development Agreement. The EIR analyzed two scenarios for this portion of the project.
The first was an intensification of the development on the eastern end plus modification
to the circulation network, which was proposed at the request of the previous owner of
the site. The second scenario allowed for the construction of Golden Valley Road and
some minor land use changes. Both requests had allowances for development phasing
and purchase of the Metrolink site. At the March 23, 1999 City Council meeting, the
Council entered into a MOU with the new owners of the Porta Bella project, which could
lead to future modifications. This should be before the City Council early this summer.
Since the MOU was ratified, the project was modified to table all modifications to the
Porta Bella Specific Plan and Development Agreement except for two revisions which
are time specific. The first revision would allow for the placement of Golden Valley
Road on the Porta Bella site once the area is released by the Department of Toxic
Substances Control (DISC). Secondly, there would be a modification to allow a four-
month extension on the purchase of the Metrolink station until the changes to the
Development Agreement can be processed.
At the City Council hearing on this item, staff will have a number of presentations,
including a presentation from the City's Environmental consultant who prepared the
EIR and from the project engineer as to the physical constraints in the area. The School
District will make a presentation on the need for the high school at this location.
ALTERNATIVE ACTIONS
Staff has identified the following alternative actions:
1. The City Council could approve only a portion of the request
2. The City Council could deny the request.
3. Any other action the Council deems appropriate.
FISCAL IMPACT
A number of fiscal impacts are associated with this project, whether it is implemented
or not. If the project were approved, there would be costs associated with the project
management for the road portion and maintenance, and law enforcement costs once the
road is built. The positive impacts are the access to the proposed Santa Clarita Business
tax base.
If the project is not implemented, there would be number of fiscal impacts. Those
include the payment of approximately three million dollars for the Metrolink station
(due the week of April 19, 1999), possible noncompliance with the approved development
agreement with the Santa Clarita Business Park and inability of the High School
District to acquire State funds for the construction of the high school.

TO CONSIDER MASTER CASE NO. 98-114
(GENERAL PLAN AMENDMENT 98-003, ZONE CHANGE 98-002
AND REVISIONS TO THE PORTA BELLA DEVELOPMENT
AGREEMENT 93-004 AND SPECIFIC PLAN 91-001)
IN THE CITY OF SANTA CLARITA, CALIFORNIA
PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita to consider
Master Case 98-114 (General Plan Amendment 98-003, Zone Change 98-002 and revisions to
the Porta Bella Development Agreement 93-004 and Specific Plan 91-001. The location of the
project is westerly of Sierra Highway, northerly of Placerita Canyon and southerly of Soledad
Canyon Road and Via Princessa.
The project includes the construction of a public high school with a design capacity of 2,400
students, and Golden Valley Road from Sierra Highway to the southern portion of Tract 42670.
The project will require the movement of approximately 4.5 million cubic yards of earth and
construction of 11,000 feet of roadway. The roadway corridor would be 116 feet in width with
two lanes and sidewalk constructed with this project. The general plan amendment and zone
change would modify the land use classification and zoning for properties north of the proposed
alignment for Golden Valley Road to address existing uses and potential uses affected by the
construction of the road. The modifications to the approved development agreement and
specific plan would slightly modify the alignment and use areas on the eastern portion of the
site, revise the construction schedule of the road network and allow development of a portion
of the site prior to the whole site being certified as clean in regards to soil contamination. The
site is currently vacant and contains numerous hillsides, utility corridors, oil wells, blue line
streams and the San Gabriel Fault.
The hearing will.be held by the Santa Clarita City Council in the City Hall Council Chambers,
23920 Valencia Blvd., 1st Floor, on the 1V day of April, 1999, at or after 6:30 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this matter
