HomeMy WebLinkAbout1999-05-11 - AGENDA REPORTS - GVR SOLEDAD CYN STUDY (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: May 11, 1999 City Manager Approval: Item to be presented by: SUBJECT: GOLDEN VALLEY AND SOLEDAD CANYON ROAD INTERSECTION/ INTERCHANGE FEASIBILITY STUDY—AWARD CONTRACT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the engineering design services contract to ASL Consulting Engineers in the amount of $98,130 and authorize a 20 percent contingency expenditure. A greater than 15% contingency rate is quoted due to the fact that no separate budget will be allocated to cover the costs of City staff time spent on the project. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. Increase estimated revenues by $117,800 in account number 301-6193, and increase appropriations in account 4361-8110 by $117,800. BACKGROUND During the January 12, 1999 City Council meeting, Councilmembers directed City staff to complete a feasibility study analyzing the traffic circulation and the design of the Golden Valley Road intersection at Soledad Canyon Road. The following associated projects depend on the geometric design of this intersection linking the two six -lane major highways: 1) Resolution No. 99-13: Resolution to vacate a portion of Soledad Street, west of Oak Avenue — Decision pending outcome of this study (Item 21, January 12, 1999 City Council meeting). 2) Golden Valley Road Project: Design of the northern portion of Golden Valley Road at Soledad Canyon Road cannot be finalized until preliminary design of subject intersection is complete. 3) Private Developments: Proposed developments adjacent to the subject intersection may be impacted by the design. City staff cannot provide clear direction to applicants interested in developing adjacent properties until the City has completed the geometric design of said intersection. n �'lq1.un Agenda Item: �-3 GOLDEN VALLEY AND SOLEDAD CANYON ROAD INTERSECTION/INTERCHANGE FEASIBILITY STUDY — AWARD CONTRACT May 11, 1999 — Page 2 Staff prepared a Request for Proposals (RFP) for the subject feasibility study. Included in the RFP is the requirement to develop several alternatives, each with adequate information to show prospective City decision -makers the potential environmental, design, construction, and business impacts, and consequences of each alternative. An RFP was distributed to the interested firms on the City's Design Consultants List. Four firms submitted proposals (see Exhibit "B"). Based on technical qualifications and methodology for the project, ASL Consulting Engineers is the recommended firm. ALTERNATIVE ACTIONS City Council may choose to postpone or cancel this study. Postponement will have significant impacts on the aforementioned projects associated with this study. The results of this study will provide the Council with adequate background information to make further decisions. FISCAL IMPACT The subject project is within the joint City/County Bouquet Bridge and Major Thoroughfare (B&T) Construction Fee District, under the City's jurisdiction. Los Angeles County has agreed to allocate district funds collected within County jurisdiction to finance the cost of this feasibility study. No City funds will be allocated for this study. Funds in the amount of $117,800 have been committed by the County and will be transferred to the City's B&T funds.
