SUPPORT FOR HIGH-SPEED RAIL SERVING SANTA CLARITA

RECOMMENDED ACTION
City Council receive information and provide direction to staff regarding options presented by a
representative of the California High -Speed Rail Authority.
BACKGROUND
The California High -Speed Rail Authority (Authority) has been created by the California Legislature
to develop a plan for a very high-speed intercity rail passenger network within the State of
California, and to present a financing plan to the voters no later than November 2000. If a plan fails
to be approved by the voters by this date, the Authority will cease to exist.
Currently, the Authority is in the process of finalizing the alignments and technology that will
become the proposed system. Due to the geography of the Tehachapi Mountains, one of the most
challenging segments of the proposed network is selecting an alignment between Los Angeles and
Bakersfield. Three alignments are under active consideration. All three alignments would include
a station stop in Santa Clarita, However, each alignment would impact the Santa Clarita Valley in
a different manner.
At tonight's meeting, a representative of the Authority will make a presentation outlining the direct
impacts each alignment will have on the Santa Clarita Valley. In addition, the pros and cons of each
alignment to the statewide system will be addressed.
The City of Palmdale has asked that the City of Santa Clarita endorse the alignment that will serve
Palmdale directly. Based on the presentation from the Authority, the Council may choose to endorse
a particular alignment.

ALTERNATIVE ACTION
Take no action and remain neutral on the concept of a statewide high-speed rail network.
Go on record opposing the concept of a statewide high-speed rail network.
Other action as determined by the City Council.
