SUBJECT: JOB TRAINING PARTNERSHIP ACT GRANT DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION Accept the Job Training Partnership Act Grant. Increase estimated revenue by $71,939 in account number 453-5055 ($200,000 was estimated in the 1999-2000 Budget) and appropriate per Exhibit A. Authorize City Manager, or designee, to execute any contract agreements, or change orders arising out of this program. BACKGROUND In July 1998, the City of Santa Clarita entered into a formal partnership with the Antelope Valley Workforce Development Consortium to receive a Job Training Partnership Act Grant from the County of Los Angeles. The first year of funding concluded on. June 30, 1999. Staff received notification that we will receive $271,939 in grant funds for the 1999-2000 program year. The funding will be used to continue operation of the Santa Clarita One -Stop Career Center co -located with the Santa Clarita Employment Development Department Branch. The One -Stop Career Center works in collaboration with seven community-based organizations to provide job training and employment services. During the One -Stop Career Center's first six months in full operation, 156 people attended orientation, 30 people have been enrolled in the program, 15 are receiving training, and 10 have been placed in jobs. ALTERNATIVE ACTION Decline acceptance of funds. There is no City match required. Sakane, the Los Angeles County's Department of Community and Senior Services program manager who has responsibility for the L.A. County One -Stops, a recommendation to fund the Antelope Valley Workforce Development Consortium will be made to the L.A. County Board of Supervisors on June 29, 1999. 1t is anticipated that this recommendation will be approved. The following shows the proposed funding for the period from July 1, 1999 through June 30, 2000: Title 11-A Adult 77% $633,242 5% Older Worker $45,378 Title Il -C Youth 82% $80,000 Title IIUEDWAA $862,582 In a prior meeting of the Antelope Valley Workforce Development Consortium, it was agreed that the current Antelope Valley One -Stop Career Center partners would continue to be partners during the next program year beginning July 1, 1999 through June 30, 2000. Based on our anticipated next year's allocation, a recommendation will be made to the A.V.WDC to fund the City of Santa Clarita's Satellite One -Stop Career Center at approximately the same level as in the prior year.
