MANAGER OR HIS DESIGNEE TO FILE AN APPLICATION
WITH LAFCO FOR ANNEXATION 98-02 AND PREZONE 98-002
FOR THE PROPOSED ANNEXATION OF NORTH VALENCIA 2
TO THE CITY OF SANTA CLARITA, LOCATED OUTSIDE AND
ADJACENT TO THE CITY LIMITS GENERALLY NORTH OF
NEWHALL RANCH ROAD, WEST OF MCBEAN PARKWAY AND
SOUTH OF COPPERHILL DRIVE/RYE CANYON ROAD.

RECOMMENDED ACTION
City Council to adopt Resolution No. 99-127 to authorize the City Manager, or his
designee, to file an annexation application with the Local Agency Formation
Commission (LAFCO) for the North Valencia 2 area.
BACKGROUND
This action authorizes the City Manager, or his designee, to file an annexation
application for the North Valencia 2 annexation consisting of 576 acres of
uninhabited land generally known as East Creek, Decoro South, and San
Francisquito Creek.
The North Valencia 2 annexation application is one of three related components.
The other two, the North Valencia 2 Specific Plan and the Stormwater Utility Fee
Election, must both occur before annexation. The City has initiated the North
Valencia 2 annexation pursuant to a Memorandum of Understanding (MOU) with
the Valencia Company that was authorized by the City Council in July 1998. The
applicant has agreed to pay the annexation fee and related costs. Filing the
application at this time would allow the North Valencia 2 annexation to occur as
early as December 1999, in time for the 2000 Census.

On January 26, 1999, the City Council took the first step in the annexation
process by adopting Resolution No. 99-5 approving a negative declaration for the
annexation. Ordinance 99-2 approving Prezone No. 98-002 was adopted on
February 9, 1999.
A City Council study session on the North Valencia 2 Specific Plan is scheduled
for July 6, 1999. The Planning Commission is scheduled to adopt a
recommendation on the Specific Plan and entitlements for the project in late July
1999. The City Council is scheduled to consider the Specific Plan in September
1999.
The Storm Water Utility fee election for the project area is scheduled to occur
prior to annexation, on October 12, 1999. The applicant understands that defeat
of the election ballot could result, at the City Council's discretion, in termination
of annexation proceedings.
Annexation to the City is regulated by the Cortese -Knox Local Government
Reorganization Act of 1985 (revised 1994) and the Local Agency Formation
Commission (LAFCO).
FISCAL IMPACT
A fiscal impact analysis has been prepared for the North Valencia 2 annexation.
The fiscal impact analysis indicates that this annexation would be marginally
positive for the City following a five-year project build out.
Property owners must successfully elect to pay the Storm Water Utility fee for
annexation to occur.

A parcel of land in the Unincorporated Territory of the County of Los Angeles, State of

Beginning at the centerline intersection of Newhall Ranch Road, variable width, and
McBean Parkway, variable width, as said intersection is shown on the map of Tract No.
52111, in said County, filed in Book 1218 Pages 1 et seq. of Maps, Records of said
County, said intersection also being an angle point on the northerly boundary of a
Certificate of Completion recorded March 16, 1998 as Instrument No. 98-429823,
Official Records, said Certificate also being referred to as Annexation No. 1995-06 to the
City of Santa Clarita; thence along said centerline and said Certificate of Completion the
following five courses:
1. (1) North 47 degrees 22 minutes 09 seconds West 489.11 feet to the beginning of a
curve concave northeasterly and having a radius of 15,000.00 feet;
