SUBJECT: AUTHORIZATION TO ENTER INTO A PROFESSIONAL
SERVICES CONTRACT WITH LARKIN LAMB ASSOCIATES
TO PREPARE AN INFORMATION DATABASE AND MAILING
SYSTEM FOR CITYWIDE SIGN COMPLIANCE

RECOMMENDED ACTION
City Council authorize the City Manager to enter into a professional services contract
between the City and Larkin Lamb Associates to prepare the information database and
mailing system for citywide sign compliance, for a total contract amount not to exceed
$66,044.00 from account #501-2398, subject to City Attorney approval.
BACKGROUND
This request is to enter into a professional services contract to implement a sign
database previously approved by the City Council. On February 9, 1999, the City
Council adopted an action plan proposed by staff that addresses the impacts of the
November 13, 1999, signage compliance date. As part of the action plan, staff proposed
to return to the Council with a request for additional staff to create and manage an
informational database. After further consideration, staff determined that the fiscal
impact of hiring additional staff would not be the best allocation of City resources and
recommended that the Council appropriate money to hire an information consultant to
create and manage a database of all signs in the City. On March 23, 1999, the Council
appropriated $100,000 for such a service.
City staff has selected Larkin Lamb Associates to create and manage the information
database and mailing system. A request for proposals (RFP) was circulated to
approximately 20 firms. Two firms responded and Larkin Lamb was the highest rated
firm. They are currently preparing an identical database for the City of Santa Monica
in their sign compliance effort. The cost for preparing the document will not exceed
$66,044.00 and includes the creation of a database to keep record of every sign in the
City, a mailing system to notify property owners, and an overlay for the City's
Geographic Information System. A trust and agency account has been established and
City staff will administer the contract with the consultant.

Larkin Lamb Associates will utilize the digital photographs that have been taken by
staff and work with the TRW data to create a list of all businesses in the City with
signage. Additionally, they will research the City's records to help verify permit
issuance. The final product will be user friendly system that can be utilized by staff and
ultimately the public. The system will not only aid staff in the sign compliance effort
but also help the City in the future by having a photographic record of all signs.
Rather than bring additional full time or contract staff to the City, staff believes that
hiring an information management consultant will better serve the community. Larkin
Lamb has a full time staff that specializes in creating databases and can better handle
the time intensive tasks such as data entry and programming. This will free up
Planning, Code Enforcement, and GIS staff to better assist the public.

There will be an impact of $66,044.00 associated with this action; however, this amount
is significantly less than what was originally anticipated. At the March 23, 1999,
meeting, the Council authorized $85,000 to $90,000 for the services and an additional
$10,000 to $15,000 for upcoming notification mailing. The contract is approximately
$20,000 less than anticipated in March.
