SUBJECT: PROPOSED ASSESSMENT INCREASE FOR SANTA CLARITA
LANDSCAPE MAINTENANCE DISTRICT NO. T31 (SHANGRI-LA)
LOCATED ALONG SOLEDAD CANYON ROAD AND SHANGRI-LA
DRIVE

RECOMMENDED ACTION
City Council conduct the public hearing and receive assessment ballot results. If ballots have
a majority of "yes" votes, adopt Resolution No. 99-134, approve the Engineer's Report, order
the annexation of territory into Landscape Maintenance District No. 1, and order the levy
and collection of assessments. If ballots have a majority of "no" votes, no action is required.
BACKGROUND
District No. T-31 (Shangri-La) was originally established for each of the 182 single-family
units to pay $29 per month to fund common area landscape maintenance. However, the
district now has 16 acres. The existing budget is inadequate to fully fund the maintenance of
all 16 acres.
In order to fund a full maintenance contract and pay for repairs, replacements and reserves,
an additional $36 a month per parcel assessment is necessary. Proposition 218 requires that
the residents vote on the proposed increase. If the vote does not pass, there will be no
increase and the existing rate of $29 per month ($348 annually) will remain in place. The
District's existing fund balance will be used to provide full services for next year. The
Homeowners Association will be responsible for reserves and any additional costs. If the vote
passes, the combined assessment of $65 per month ($780 annually) will be placed on property
tax bills for Fiscal Year 1999-2000. This procedure is in full compliance with Proposition 218.
On May 11, 1999, the City Council approved the preliminary Engineer's Report. Following
this session, City staff mailed out notices and assessment ballots to vote on the proposed
increase and give notice of the public hearing to all property owners in accordance with
Proposition 218. The total proposed assessment with the increase is $780 per year for each of
the 182 single-family residences.

At the public hearing, all assessment ballots received by the close of the public portion of the
public hearing will be tabulated. If 50% or greater of the ballots received are in favor of the
increase, the Council can approve the increase. If the increase receives a majority protest of
"no" votes. there is no action necessary from tho C itv 0m,nr;l

Do not approve the proposed increase.
Other direction as determined by City Council.
FISCAL IMPACT
This increase will provide additional funding for the full maintenance of common area
landscaping in the development. The estimated revenues and expenditures for annual
maintenance will be $141,960 for account 7521.
