SUBJECT: A RESOLUTION TO REDUCE THE ANNUAL MANUFACTURED HOME
PARK REGISTRATION FEES FROM $14.00 TO $3.50.

RECOMMENDED ACTION
Adopt a resolution approving the reduction of the annual manufactured home park registration
fees from $14.00 to $3.50.
The City Council adopted Chapter 6.02. of the City's Municipal Code on November 27, 1990,
which enacted The Manufactured Home Park Rent Stabilization Procedures in which an annual
registration fee was established. The registration fee is intended to cover the cost of staff time,
including inquiries, public noticing, and appeals. This annual fee is split equally between the
manufactured park owner and the manufactured homeowner and collected by the City from the
park owner.
Originally, when the ordinance was first adopted, the annual registration fee was set at $12.00
on November 27, 1990. However, the City spent significantly more time with regard to the
manufactured home parks than anticipated with these general inquires and administration,
processing appeals and attorney fees. The original $12.00 registration fee did not cover these
costs. As a result, the fee was increased by resolution in 1993 to $14.00 per year.
Since 1995/1996, the City has not received any applications appealing the rent increases.
Therefore, the costs associated with manufactured home parks has been significantly reduced.
The following chart shows the revenues and costs generated by the manufactured home park
rent stabilization ordinance.

Over the last four years, the costs associated with the manufactured home parks has been less
than the revenue generated. Staff has researched the last four years and determined that due
to the significant reduction in staff and attorney time spent on the manufactured home parks,
the fee should be reduced to $3.50. The remaining balance will remain in a reserve fund which
will be used to cover unanticipated future costs for manufactured home park stabilization.

FISCAL IMPACT
There are no known fiscal impacts with the recommended action to the City of Santa Clarita.
