Rahmani DATE: January 12, 1999 SUBJECT: 1999 MTA CALL FOR PROJECTS APPLICATION DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council approve the 1999 MTA Call for Projects list and direct staff to submit to the appropriate governmental agency. City Council authorize the Mayor to sign letters of support and/or co-sponsor the Caltrans and Los Angeles County projects noted below and request that Caltrans and Los Angeles County send letters of support and/or co-sponsor the City's Magic Mountain Interchange project. BACKGROUND The Los Angeles County Metropolitan Transportation Authority (MTA) is required by federal and state statutes to prepare a Transportation Improvement Program (TIP) for Los Angeles County. The MTA is required to program revenues in the TIP across all transportation modes based on the planning requirements of the Transportation Equity Act for the 21st Century (TEA -21). One method by which this mandate is accomplished is by planning and programming funds on a multi -modal basis through the TIP Call for Projects. The FY 1999 Call for Projects will program a variety of local, state, and federal revenues to regionally significant projects from a variety of transportation modes throughout the County. The MTA will program funds through the TIP Call for Projects consistent with the Regional Transportation Plan, the Air Quality Management Plan, and all applicable federal, state, and local requirements. To take advantage of the flexibility of various funding sources, the MTA has developed a single unified application process which allows each applicant to apply for the specific regionally significant project(s) of interest to the applicant agency, without regard to funding source(s). Through the TIP Call for Projects, the MTA identifies needs and allots an amount of funds to various regional transportation projects. Once needs are identified and projects are selected, specific funds are assigned to meet the eligibility requirements of fund sources and to leverage the maximum amount of federal and state funds for the County. 1999 MTA CALL FOR PROJECTS APPLICATION January 12, 1999 — Page 2 The TIP Call for Projects program identifies a wide range of projects within different modal categories which address the mobility needs of the Los Angeles County area. Only projects which are considered regionally significant are eligible within this program. 1999 Funding Requests: The various divisions within the City have prepared their respective applications for the 1999 TIP Call for Projects under the following modal categories: Regional Surface Transportation Improvements; Signal Synchronization and Bus, Speed Improvements; Transportation Demand Management; Regional Bikeways and Pedestrian Improvements; Transit Capital; and Transportation Enhancements. The applications are due January 29, 1999; however, funds are programmed within the various categories between 1999 and 2004. Attached is a list of projects for which the City of Santa Clarita will be requesting funds. Both Caltrans and the County of Los Angeles are pursuing funding for other regionally significant projects along the I-5 corridor. Caltrans has nominated the I-5/SR-126 interchange for inclusion into the upcoming amendment to the State Transportation Improvement Program, and Los Angeles County will pursue funding for the Hasley/I-5 interchange. Caltrans has agreed to sign a letter of support for the City's Magic Mountain/I-5 interchange project and to fast-track this project so that it may be coordinated with their Santa Clara River Bridge Replacement Project. In addition, the Valencia Company has agreed to underwrite the local match for these projects, as well as the Magic Mountain interchange, and will underwrite 100 percent of the Valencia/I-5 interchange. The Valencia interchange must be completed before work can begin at Magic Mountain/I-5, and Caltrans has agreed to fast-track the design and construction of this project as well. ALTERNATIVE ACTIONS Other actions consistent with MTA guidelines, as determined by the City Council. FISCAL IMPACT None during this fiscal year. Matching funds would need to be appropriated in future fiscal years should any of the above projects receive approval through the MTA Call for Projects. Depending upon the modal category the project falls in, the local match requirement is either 20 percent or 35 percent of the total project cost. However, to be more competitive, the City may apply with a local match higher than required on some projects. Co- sponsoring projects put forward by other agencies does not require a financial commitment by the City, nor is any anticipated. Caravalho, City Manage DATE: January 12, 1999 SUBJECT: MTA CALL FOR PROJECTS - AGENDA ITEM NO. 26 Item No. 26 on tonight's City Council agenda deals with the potential projects the City will be asking the Metropolitan Transportation Authority (MTA) to fund. Some questions have been raised regarding the potential funding level for various projects. I would like to offer the following: 1. The attached spreadsheet shows the preliminary cost estimates and the proposed local match and funding requests from MTA. It should be mentioned that the project costs and the potential sources of the local match component are still preliminary, and potential adjustments might be made to these during the next two weeks, before the applications are submitted to MTA. 2. Staff continues to meet with MTA representatives to get a better understanding of the merits of various projects and MTA's expectations. MTA is very interested in projects whose regional significance can be substantiated in the application. Although we have identified several projects in each category, we may not submit certain projects in certain categories in order to make our remaining projects more competitive and to maximize our chances of receiving funds for those projects.
