SUBJECT: THE JAN HEIDT METROLINK STATION IN NEWHALL - NOTICE TO
PROCEED TO TERRA -CAL CONSTRUCTION, INC. FOR
CONSTRUCTION OF SECOND PLATFORM - PROJECT NO. S2001

RECOMMENDED ACTION
City Council authorize an additional expenditure in the amount of $250,000.00 from Account
Nos. S2001205 and 52001206 for a contract change order to Terra -Cal Construction, Inc. to
construct the second platform at the Jan Heidt Metrolink Station in Newhall.
Authorize an additional expenditure in the amount of $65,000.00 from Account No. S2001109
for a contract change order with Boyle Engineering Corporation to design the second platform
at the Jan Heidt Metrolink Station in Newhall.
Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
Authorize the purchase of additional streetlights from South Coast Lighting and Design for the
second platform in the amount of $40,000.00 from Account No.S2001206.
BACKGROUND
City staff and Southern California Regional Rail Authority (SORRA) representatives have held
discussions regarding the future development of the subject station. SCRRA intends to
construct a second track and platform within the boundaries of the station in the very near
future. The second track and platform was scheduled within the SCRRA 10 -year capital
improvement plan. Recently, the SCRRA has received funding from the MTA Call for Projects
to begin construction of these improvements.
During the initial meetings with SCRRA, it was determined that time was of the essence if the
existing contractor was to perform the construction on the second platform. SCRRA verbally
agreed to reimburse the City for design costs that would be incurred by using the existing
consultant to design the second platform. Boyle Engineering Corporation immediately went
to work in preparing the additional construction documents required for the second platform.
The fee for this additional work totals $65,000.00. Staff is recommending that the City Council
approve the contract change order with Boyle Engineering Corporation for this amount.

On May 11, 1999, the City Council authorized the construction contract with
Terra -Cal Construction, Inc. in the amount of $2,394,750.00 with a 15 percent contingency.
City staff worked with the existing contractor, Terra -Cal Construction, Inc., to obtain a
cost -estimate for the construction of the second platform. The estimates sought were based on
a platform that would match the first in architectural style and construction materials. The
additional costs for the second platform design, contract administration, and construction are
estimated at approximately $912,000.00.
SCRRA did not adequately budget for the construction of the second platform and is looking to
the City for additional funding and cooperation in the construction of this project. Due to their
lack of funds, SCRRA proposed a platform to "Northridge Earthquake" standards (similar to
the original Via Princessa emergency station).
City staff made an initial suggestion to the SCRRA that it would be logical for the City to pay
for the platform upgrades to include the colored concrete, flagstone, upgraded lighting, and
canopies to match the platform currently under construction. The costs for these upgrades
alone were estimated at $220,000.00, which were available within the contingency set aside in
the original contract with Terra -Cal Construction, Inc.
The remaining cost to the SCRRA to complete the second platform would be $692,000.00.
SCRRA has responded that they would pay $335,000.00 of this amount, which includes their
obligation to pay for the additional design costs. Staff believes that this amount is far below
the responsibility of the SCRRA and that further negotiations are necessary. Staff would like
to emphasize that to -date the offer made to the City by SORRA is a verbal offer only. The offer
has not been finalized into a Memorandum of Understanding (MOU) and is still undergoing
negotiations.
The issue is whether to move forward with the construction of the second platform now or
postpone the effort to a later date. There are many benefits to constructing the platform within
the existing contract. Cost and timesaving would be realized in bidding and potential material
cost increases. Recent changes to the building code would also need to be accommodated in the
process. Time is of the essence if we construct the second platform with the current
construction contract. The existing contract expires in December 1999. The contract
administration costs will continue to increase the longer the Notice to Proceed is postponed.
Should the City decide not to work with SCRRA to build the second platform under the existing
contract with Terra -Cal Construction, Inc., SCRRA would administer the contract themselves,
building only an asphalt platform. The City could offer to pay for upgrades at that time, but
the costs would most likely increase.
Staff would like the City Council to take action at this time to allow for the construction of the
second platform so as not to impact the opening of the station in March 2000. The revised MOU
with SCRRA, which will detail their obligation to the City, can be negotiated while the platform
is under construction. This item will be brought back to the City Council when negotiations
with SCRRA have been resolved.

This agenda item proposes that the City move forward with the construction of the second
platform. The existing contractor, Terra -Cal Construction, Inc., has performed excellent work
and has a good relationship with the City of Santa Clarita.
ALTERNATIVE ACTIONS
1. Postpone the authorization of the second platform until the revised MOU with
Southern California Regional Rail Authority is finalized.
2. Other action as determined by the City Council.
FISCAL IMPACT
The negotiated construction cost for Terra -Cal Construction, Inc. to complete the second
platform at the Jan Heidt Metrolink Station in Newhall, Project No. 52001, is $675,900.00. The
funds available within the contract contingency totals $430,000.00. An additional $250,000.00
would need to be added to the contract in order for Terra -Cal Construction, Inc. to complete
construction of the second platform.
A contract change order to Boyle Engineering Corporation for the design of the second platform
totals $65,000.00 and is available within the project's budget. This amount will be reimbursed
by SCRRA when the revised MOU is negotiated.
The cost of additional lighting for the second platform would increase our existing purchase
order with South Coast Lighting and Design a total of $40,000.00. This amount is available
within the project's budget.
The additional cost of inspection, flagmen, and contract administration is estimated to be
$90,000.00. This amount will be included with the negotiations with SCRRA and paid at a later
date.
Additional costs that will be incurred by the construction of the second platform are special
concrete and welding inspections by Fugro West, Inc. in the amount of $20,000.00.
The funding that has been allocated for this project for Fiscal Year 1999-2000 totals
$3,858,737.00 and is identified as follows:
