SUBJECT: SOLEDAD CANYON ROAD NO -STOPPING ZONE IN THE VICINITY
OF THE SAUGUS SPEEDWAY - 22500 SOLEDAD CANYON
RESOLUTION NO. 99-103

RECOMMENDED ACTION
City Council adopt Resolution No. 99-103, establishing a no -stopping zone along both sides
of Soledad Canyon Road near the Saugus Speedway located at 22500 Soledad Canyon Road,
thereby eliminating the current regulation which allows parking on this portion of the
roadway on Saturdays and Sunday (see attached Exhibits "A" and `B").
BACKGROUND
At the City Council meeting on May 11, 1999, staff was directed to investigate the
possibility of restricting parking on Soledad Canyon Road adjacent to the Saugus
Speedway. Currently, parking along this portion of Soledad Canyon Road is restricted on
weekdays but allowed on weekends for the Saugus Swap Meets. The request to disallow
parking on weekends has also been made by the Los Angeles County Sheriffs Department
(see attached letter, Exhibit "C"). As the Sheriffs letter points out, over the past two years
there have been 14 traffic collisions occurring on weekends in front of the swap meet, in
addition to a recent accident which occurred along this stretch on June 13, 1999. Staff has
evaluated the request and concurs with the parking restriction.
After the 1994 earthquake, a no -stopping zone was established on both sides of Soledad
Canyon Road except for the portion near the Saugus Speedway, where parking was allowed
on Saturdays and Sundays (Resolution No. 94-21) to accommodate parking needs for the
weekend swap meets. The on -street parking is no longer necessary, as sufficient off-street
parking is available at the Speedway parking lot and Santa Clarita Metrolink Station
parking lot to accommodate parking needs during the weekends. Furthermore, Soledad
Canyon Road is a major high-speed arterial on which parking of vehicles can create a
potential safety hazard.

The following justifications have been prepared for the proposed no -stopping zone:
1. The restriction of parking near the Speedway during weekends will help maintain
consistency of this portion of Soledad Canyon Road with the rest of the roadway.
2. Parking along major arterials has proven to cause accidents due to cars maneuvering in
and out of the stalls, and also their friction with through traffic. Drivers entering and
exiting their vehicles would also be placed in front of high-speed traffic. For this
purpose, the City has already prohibited parking along most arterials in the City.
This matter has also been discussed with Ms. Terri Burbank, General Manager of the
Saugus Speedway (see attached correspondence letters, Exhibit "D"). According to
Ms. Burbank, the parking was allotted to the Speedway as a concession during the sale of
the Metrolink site. However, staff does not believe that the City made such an agreement
and can locate no reference to this in the files.
Although Ms. Burbank is not opposed to the parking restriction, she is requesting that the
City allow temporary parking during special events at the Speedway. However, because of
the inherent hazard associated with providing temporary parking on a high-speed major
arterial, staff does not recommend that such provision be made.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
No sign installation is involved. The City only needs to remove the supplemental signs
allowing parking along the street on Saturdays and Sundays. The cost estimate for the
removal of those supplemental signs is $200.00. Funds are available in the Field Services
Striping and Signing Maintenance Account No. 5211-7335.

In response to your inquiry regarding the "No Stopping Signs", on Soledad Canyon, in front
of Saugus Speedway, I have discussed this matter with Stephen Mulcahy, Traffic
Supervisor.
Sergeant Mulcahy advised me there are exceptions to the "No Stopping Signs". On
weekends patrons of the Saugus Swap Meet are allowed to park on Soledad Canyon. This
parking eliminates tlie use of the 43 lane of Soledad Canyon, to vehicular travel, directly in
front of the speedway and Metrolink Station.
Currently the parking lots associated with the swap meet are not being used to their capacity.
Patrons will choose to park in the #3 lane of Soledad Canyon, instead of entering the parking
lot. Use of the #3 lane of Soledad Canyon for parking can be hazardous. Vehicles traveling
at 50 mph in the #3 lane, of Soledad Canyon are suddenly confronted with vehicles parked
in the same lane they are driving in.
Over the past two years there have been 14 traffic collisions occurring on the weekends in
front of the swap meet.
I would support the position of eliminating the allowed parking on Soledad Canyon on
weekends. I do not believe the patrons of the swap meet would be inconvenienced by
eliminating the allowed parking hours.

Thank you for your fetter of May 27, 1999 regarding the removal of the street
parking at 22500 Soledad Cannon Road As you know, this parking was allotted
to us as a concession during the sale of the Metrolink site to accommodate
Speedway special events.
We agree that weekend street parking an a major thoroughfare such as Soledad is
hazardous, and we do not object to its rcmavaL However, we would appreciate,
in return, access to said parking during a special event at the Speedway, such as
concerts or shows, should we need it We will be more than happy to give 2 week
advance notice regarding said utilization. We do not feel this to be an
extraordinary request
