SUBJECT: NORTH COUNTY TRANSPORTATION FINANCE STUDY
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council approve participation in the North County Transportation Coalition fiscal impact study,
contributing 25 percent toward the total cost of the study, and appropriate $12,500 from
Account No. 1240-7401, General Fund Contingency, to cover this cost.
BACKGROUND
There are currently many unmet transportation needs in the North Los Angeles County region,
consisting of the Santa Clarita Valley, Antelope Valley, and adjacent areas. As this region has
grown dramatically, it has increasingly generated revenue for regional and statewide transportation
funds through Proposition A and Proposition C county sales taxes, and state sales tax Transportation
Development Act (TDA) funds. It is perceived, but not documented, that the region has contributed
considerably more to these transportation funds than it has received in funding for transportation
projects.
The North County Transportation Coalition was formed several years ago to improve transportation
infrastructure in the region. It is a partnership consisting of the cities of Lancaster, Palmdale, and
Santa Clarita, and the County of Los Angeles. The Coalition is proposing to conduct a study to
determine if a deficit exists. The study results can be used to improve the opportunities for the four
partners to increase funding for needed transportation projects in the future. It is proposed that each
member of the coalition contribute 25 percent of the estimated $50,000 total cost of the study.
ALTERNATIVE ACTION
The City could choose not to participate in the study. The study would then be limited to the
Antelope Valley, and the City would not benefit from the study's findings.

FISCAL IMPACT
Short term, this action requires an unbudgeted expenditure of $12,500 from the General Fund
Contingency. Long term, the results of this study could be used as a tool to generate more
transportation revenue for the City.
