SUBJECT: ONE-STOP CAREER CENTER UPDATE
RECOMMENDED ACTION
City Council accept report for informational purposes only.
BACKGROUND
In July 1998, the City of Santa Clarita sub -contracted with the Antelope Valley Workforce
Development Consortium to receive Job Training Partnership Act funds from the County of
Los Angeles. By January 1, 1999, staff was hired and the One -Stop Career Center office
was established within the Employment Development Department on Soledad Canyon
Road.
In the first six months of operation, the One -Stop Career Center provided the following:
• Over 200 potential clients attended orientation sessions.
• 36 clients enrolled in the program.
• 14 clients entered a job -training program.
• 20 clients were carried over for job search or withdrew from the program.
• 11 clients gained employment.
• The average hourly wage of the eleven clients who obtained employment was
over $13 per hour.
In June 1999 the City of Santa Clarita received a grant extension of $360,309 for the
1999-2000 program year. During the first four months of the second program year the
One -Stop Career Center has made the following progress:
• 179 potential clients attended orientation sessions.
• 41 clients enrolled in the program.
• 9 clients entered a job -training program.
• 14 clients gained employment.
• The average hourly wage of the 14 clients who obtained employment was $13.86
per hour.
In addition to the grant for a Job Training Partnership Act program, the City has been
awarded $96,410 to begin implementation of a Welfare -to -Work grant program.

The City is successfully collaborating with the Employment Development Department,
College of the Canyons, William S. Hart Union High School District, Clarita Career College,
LA County Office of Education, SCV Committee on Aging, SCV Mental Health Center, and
Department of Rehabilitation to provide One -Stop Career Center employment services to
citizens.
Staff is anticipating applying for Workforce Investment Act funds for the 2000-2001 year,
which replaces Job Training Partnership Act and Welfare -to Work funds. These funds will
enable the City to continue providing services through the One -Stop Career Center.
