SUBJECT: OPEN SPACE DEDICATION — COLMER PARCEL
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
City Council to provide direction on offer of dedication of open space parcel from Mr.
Colmer.
BACKGROUND
This item is placed on the agenda at the request of Councilmember Weste. The parcel
owner is re -submitting this parcel for acceptance by the City as an open space parcel. The
parcel is approximately 40 acres in size, and is separated by one lot from Begonias Lane
Park. The topography of the parcel is steep slopes with minimal flat benches and peak
mesa areas. The parcel does provide an open area view shed for the local residents. The
property is not developable for residential use. Park Development staff previously reviewed
this offer of dedication and recommended not to accept the parcel for the following reasons:
1. Liability, safety, and ADA issues when opening parcel to public based on the
topography of the parcel.
2. Limited access for emergency personnel and maintenance equipment.
3. Budget and staff shortages to provide minimal development for safety requirements
and maintenance of the parcel
Per City Council direction, the planning staff is preparing a report on open space and
maintenance strategy. This report will outline the elements necessary for establishing an
open space acquisition strategy, and present the pros and cons for the evaluation of specific
open space parcels. The report will also highlight other alternatives for establishing open
space areas. It is anticipated that this report will be presented to the Council in September
1999.
ALTERNATIVE ACTION
Recommend that staff postpone parcel review, and recommendation on acceptance of the
parcel until criteria for acceptance of open space is adopted by the City Council.
Recommend that the property owner provide an irrevocable offer of dedication to the City of
Santa Clarita.
Recommend that a homeowners association be established in the adjacent neighborhood
and the land transferred to the association.
Other action as determined by City Council.
FISCAL IMPACT
If the City elects to accept the open space parcel, it will require approximately $10,000 to
perform an environmental site assessment, parcel survey, and pay legal and escrow fees.
On a continuing basis, the parcel will require general open space maintenance estimated at
$8,000 annually. Costs for review, site planning, and parcel development to meet minimum
City standards of open space safety, such as fencing, emergency access construction, and
trail development would also be required. Additional maintenance funding would be
required for any improvements constructed.
