SUBJECT: AMENDMENT TO POLICIES OF THE OPEN SPACE ELEMENT
TO PROMOTE ENERGY EFFICIENCY AND ENERGY
PLANNING
RESOLUTION NO. 99-33

RECOMMENDED ACTION
City Council to conduct the public hearing, adopt Resolution No. 99-33 to approve
General Plan Amendment No. 98-005 (Master Case No. 98-064) amending the
Open Space Element of the General Plan for the City of Santa Clarita.
BACKGROUND
On June 23, 1998, the City Council adopted Resolution No. 98-91 authorizing the
City's participation in the Local Energy Assistance Program (LEAP) sponsored by
the California Local Government Commission. An objective of LEAP is to provide
technical assistance to local government staff by identifying ways to improve
energy efficiency for new and existing development. Local Government
Commission staff have worked with the City to review the City's General Plan for
the purpose of identifying policy changes that may lead to improved energy
conservation awareness and energy planning. The proposed Open Space Element
amendment includes policy modifications, as well as implementation measures,
prepared jointly by the City and the Local Government Commission.
The proposed General Plan amendment involves the modification to the Energy
Conservation goal and policies (Goal 8) of the City's Open Space and
Conservation Element. The Planning Commission requested that an energy
conservation section be added to the text of the Open Space Element. An energy
conservation narrative has been prepared and would be added to the element
following the discussion of water resources. Implementation measures have been
identified, as well. The new policies would work together with the
implementation measures to improve energy conservation and planning efforts in
the City. The proposed policy changes, new energy conservation narrative and a

An initial study and negative declaration have been prepared for this amendment
based upon the General Plan Final EIR.
FISCAL IMPACT
These energy policy amendments to the General Plan would have no fiscal
impact. The implementation measures identified for further study may have
fiscal impacts; however, these would be considered in the future as separate
items.
