SUBJECT: PAMPLICO DRIVE — ESTABLISHING A PASSENGER LOADING/
UNLOADING ZONE FOR JAMES FOSTER ELEMENTARY SCHOOL
RESOLUTION NO. 99-160

RECOMMENDED ACTION
City Council adopt Resolution No. 99-160, establishing a passenger loadinglunloading zone
for James Foster Elementary School along Pamplico Drive (south side) from the school
crosswalk to 260 feet east of the crosswalk, between 7:15 a.m. and 8:15 a.m.
BACKGROUND
James Foster Elementary School started its current school year on Wednesday,
August 18, 1999. On Monday, August 23, 1999, the school began implementing a
temporary passenger loading/unloading zone along Pamplico Drive as a response to school -
related traffic congestion that was occurring during the peak morning drop-off period.
Temporary signs are currently being placed on trees by volunteers at 7:30 a.m. and taken
down at 8:15 a.m. The result is that now parents have a designated area to park while
dropping off their children, resulting in a much -improved flow of traffic along
Pamplico Drive.
Dr. Mark Fulmer, Assistant Superintendent of Business for the Saugus Union School
District, has requested that the temporary passenger loadinglunloading zone be made
permanent. Staffs evaluation indicated that this would minimize traffic congestion and
provide the school with a designated drop-off and pick-up area. There will be minimal
impact to on -street parking, since the passenger loading/unloading zone will only be in
effect between 7:15 a.m. and 8:15 a.m.
ALTERNATIVE ACTIONS
1. Keep existing situation as is.
2. Other action as determined by the City Council.

FISCAL IMPACT
The work involves installation of four signs, amounting to approximately $400.00. Funds
are available in the Field Services Striping and Signing Maintenance account for this work.
