HELMERS ELEMENTARY DEPARTMENT: Transportation&Engineering Services RECOMMENDED ACTION City Council adopt a resolution establishing a passenger loadinglunloading zone for Charles A. Helmers Elementary School along Grandview Drive (east side) from the southern school driveway to 350 feet north of the driveway, between 7:15 a.m. and 8:15 a.m. and 1:30 p.m. and 3:30 p.m. BACKGROUND On October 1, 1999, City staff received a letter (Exhibit "A") from Saugus Union School District requesting that a passenger loading/unloading zone be established in front of Charles A.. Helmers Elementary School. This was in response to school -related traffic congestion that is currently occurring along Grandview Drive during the peak morning and afternoon drop-off periods. City staff met with Mr. Paul Martinsen, Principal of Charles A. Helmers Elementary School, and observed both morning and afternoon traffic conditions along Grandview Drive in front of the school. Staffs evaluation indicated that a passenger loading/unloading zone would minimize traffic congestion and provide the school with a designated drop-off and pick-up area. There will be minimal impact to on -street parking, since the passenger loading/unloading zone will only be in effect between 7:15 a.m. and 8:15 a.m. and 1:30 p.m. and 3:30 p.m. ALTERNATIVE ACTIONS 1. Funds are available in the Field Services Striping and Signing Maintenance account for this work. Mr. Lee Bavless, a parent of a student who attends Helmers School, requested that the Board review the issue of cross walks on Grandview Drive, near Helmets School. Mr. Bayless feels that, based upon his meetings with you and your recommendations in the matter, there is a safety issue that would be addressed if crosswalks were installed. In addition the Board was provided a copy of your letter to the District on this matter. The Board reviewed the information provided and approved a motion supporting the City if the City should decide to move ahead and place crosswalks on Grandview. The District also heard a recommendation from a parent that the street curb on the east side of Grandview Drive, in front of the Helmets School parking area, be painted and posed as a drop off zone durine the times ; n P�;"rPi., the In supporting the City in its effort to improve the safety of pedestrians crossing Grandview, the District is not assuming any liability for the installation or operation of these crosswalks or other pedestrian safety measures the City chooses to implement. The District also will not provide a crossing guard for any cross walks the City chooses to install along Grandview Drive.
