SUBJECT: PEACHLAND AVENUE — ESTABLISHING TWO PASSENGER
LOADING/UNLOADING ZONES FOR PEACHLAND ELEMENTARY
SCHOOL
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council adopt a resolution establishing two passenger loadinglunloading zones for
Peachland Elementary School along Peachland Avenue (east side) and prohibiting U-turns
at the southern school driveway.
BACKGROUND
In March 1999, Peachland Elementary School was selected as a 1999 Community Services
Grant recipient. The purpose of the grant was to develop and implement the Peachland
School Traffic Safety Project. In September 1999, Peachland School staff contacted the City
for assistance in implementing the Traffic Safety Project.
On September 9, 1999, City staff met with Mr. Mike Pace, Assistant Principal of Peachland
Elementary School, and observed traffic conditions along Peachland Avenue in front of the
school. A follow-up meeting was held on October 13, 1999, with Mr. Mike Pace and
Mr. Ernie Jackson, Principal of Peachland Elementary School.
Staffs evaluation indicated that passenger loading/unloading zones would minimize traffic
congestion and provide the school with designated drop-off and pick-up areas. There will be
minimal impact to on -street parking, since the passenger loading/unloading zones will be in
effect between 8:00 a.m. and 9:00 a.m. and between 2:00 p.m. and 3:30 p.m. on school days
only. The northern passenger loading/unloading zone would extend from the northern
school driveway to 250 feet north, and the southern zone would extend from the southern
school driveway to 250 feet south.
In addition, the school requested that U-turns be prohibited at the southern school
driveway to improve the flow of traffic along Peachland Avenue. City staffs evaluation of
traffic patterns at that location concurred with this request.

On October 14, 1999, City staff received a letter (Exhibit "A') from Peachland Elementary
School confirming the requests.
ALTERNATIVE ACTIONS
1. Keep existing situation as is.
2. Other action as determined by City Council.
FISCAL IMPACT
The work involves the installation of seven signs, amounting to approximately $700.00.
Funds are available in the Field Services Striping and Signing Maintenance account for
this work.

Dear Mr. Janka:
I would like to thank you for your assistance today in discussing the problems we have
encountered in implementing our Traffic Safety Grant provided by the City of Santa Clarita. In
our meeting today, we discussed several things which the City could provide to help us mitigate
traffic problems and provide safer conditions for our students as they arrive and depart school.
I am requesting City approval for the following things which will assist us in our safety plan.
First, we would like the City to install a "NO U TURN" sign at the entrance to the traffic circle in
front of the school. Second, we would like the City to authorize "passenger loading and
unloading only" areas along the street on the north and south sides of the traffic circle in front of
the school. Third, we would like the City to provide street signs to indicate the above "loading
and unloading" zones, specifying the hours of enforcement.
We appreciate your assistance in this matter. We look forward to your response.
