SUBJECT: 1999-2000 ANNUAL PAVEMENT MAINTENANCE PRELIMINARY
DESIGN - PROJECT NO. M0008 - AWARD DESIGN CONTRACT

RECOMMENDED ACTION
City Council award the contract to Construction Management Inspection (CMI) for
engineering design services in the amount of $76,580 and authorize a 15 percent
contingency expenditure. Authorize the City Manager or designee to execute and sign all
documents, subject to City Attorney approval.
BACKGROUND
The annual overlay and slurry programs are an integral part of the City's pavement
management program. The City's overlay and slurry programs operate on a five- to
seven-year cycle. Each year, streets are studied to identify the need for overlay or slurry.
The annual overlay project will resurface various streets throughout the City to provide a
smoother ride for traffic, enhance the appearance of the area, and extend the economic life
of the roadway.

• Local and Collector — The streets to be included in the overlay program are in the
Canyon Country area and are bounded by Sierra Highway to the west, easterly city
limit to the east, SR -14 to the south, and northerly city limit to the north.

The annual slurry project will seal surface cracks, enhance skid resistance properties, and
increase pavement life.
The streets to be included in the slurry program are in the Canyon Country area and
are bounded by Sierra Highway to the west, easterly city limit to the east,
SR -14 to the south, and northerly city limit to the north.
Staff prepared a Request for Proposals (RFP) for the subject project. Included in the RFP is
the requirement to design the necessary improvements and identify streets in need of
improvement within the project area. The RFPs were sent to firms on the City's Design
Consultants List. Five firms submitted proposals (see Exhibit "C"). Based on technical
qualifications and methodology for the project, CMI is the recommended firm.
ALTERNATIVE ACTIONS
City Council may choose to postpone or cancel the project. This action would have a
significant negative impact on the condition of the streets in question.
FISCAL IMPACT
Funds have been allocated during the mid -year budget review (Fiscal Year
1998-99) to cover the design cost of this project. Funds in the amount of $100,595 have
been budgeted in Project Account No. M0008.
