RECOMMENDED ACTION
PROJECT NO. S2036
City Council accept the report and provide direction to staff regarding preferred alternatives
for proceeding with the Placerita Canyon Sewer Backbone - Project No. S2036. Approve the
budget transfer to correct the funding from Account No. S2036001-8001 to Account
No. 52036457-8001.
BACKGROUND
This report will present the results of the recently completed feasibility study for a backbone
sewer to serve the Placerita Canyon area.
In December 1997, staff prepared a Request for Proposals (RFP) to select a consultant to
perform a feasibility study and to potentially prepare design plans for future sewer
improvements in Placerita Canyon.
The completed study identifies obstacles and strategies toward the end purpose of providing
sanitary sewer service to all residents and businesses west of the Placerita "gate" (See
Exhibit "A"). Several challenges identified include: crossing under Placerita Creek, crossing
the sizable Metropolitan Water District supply line, minimizing the impact to oak trees in the
area, the various restrictions inherent in private streets, and potential difficulties of right-of-
way acquisition.
The study presents several options to accomplishing the task, including several phases and two
different approaches to construction. The most obvious impediment to the eventual
construction of the project is the monetary costs involved. Those benefiting from the system
should ultimately bear most of this cost, but gaining consensus toward participation will be the
key to the eventual success of the endeavor. Boyle Engineering Corporation was awarded the
contract for this study, and the finished report is hereby presented to the City Council for
consideration and direction (see Exhibit `B").

ALTERNATIVE ACTIONS
1. Direct staff to elicit reactions from the Placerita Canyon residents as to their desire to fund
a construction project to install the subject improvements.
2. Direct staff to enter into a contract with a consultant engineer to prepare design plans for
the future construction of the subject improvements.
3. Other action as determined by the City Council.
FISCAL IMPACT
This project was funded directly by money collected from developers building in the Placerita
Canyon area. Funds in the amount of $227,590.00 from Account No. 52036457-8001 were
originally budgeted for this project. To date, $18,151.53 has been spent on the preliminary
feasibility portion of the project.
