HomeMy WebLinkAbout1999-02-23 - AGENDA REPORTS - SANDIST ANNEX 246 (2)AGENDA REPORT City Manager Approval Item to be presented by:k' Jeffrey Lambert CONSENT CALENDAR DATE: February 23, 1999 SUBJECT: A TAX SHARING RESOLUTION FOR SANITATION DISTRICT ,ANNEXATION NO. 246 RESOLUTION 99-26 DEPARTMENT: Planning and Building Services RECOMMENDED ACTION Adopt Resolution 99-26, approving and accepting the negotiated exchange of property tax revenues resulting from Sanitation District Annexation No. 246. BACKGROUND Los Angeles County Sanitation District Nos. 26 and 32 provide wastewater treatment services cooperatively through the Santa Clarita Valley Joint Sewerage System. To provide wastewater treatment service to property located outside of the District's service area, the service area boundary must be expanded through the annexation process. As part of this process, a tax - sharing resolution to provide the required funding to the Sanitation Districts is adopted by the public agencies responsible for providing services to the subject property. Local agencies receiving an apportionment of property tax from the annexing area must determine the amount of tax revenues to be exchanged between the affected agencies. For this annexation, a total of 1.1376 percent of the annual tax increment attributable to the land area involved in the annexation will be transferred to Sanitation District No. 32. Of this total, the City is contributing 0.1137 percent of its revenues from the annual tax increment for the annexation area. The proposed annexation area is for 59 acres, which was subdivided into two parcels totaling 5.2 acres with San Fernando Road access and a 54 acre not -a -part to the north. The two parcels are consistent with the City's General Plan land use and zoning designation for the site — Community Commercial. The subdivision was approved by the Planning Commission in November 1998, with a mitigated negative declaration. w Agenda Item._.... ALTERNATIVE ACTIONS Other actions as determined by Council. FISCAL IMPACT As proposed, the annexation to Sanitation District No. 32 should result in no adverse fiscal impact to the City. Enclosed are new duplicates of a resolution involving your city and others. The applicant has requested, in writing, annexation of his property into County Sanitation District No. 32 in order to receive off-site disposal of sewage. The resolution is being distributed to all parties for signature in counterpart. Therefore, you will only be receiving a signature page for your city. Please execute the enclosed duplicate resolutions and return all copies to this office as you have in the past. Upon completion of the annexation process, your office will receive a fully executed copy of the tax sharing resolution for your files. Your continued cooperation in this matter is appreciated.
