City Manager Approval
Item to be presented by:1G Jeffrey Lambert
CONSENT CALENDAR
DATE: October 12, 1999
SUBJECT: TAX SHARING RESOLUTIONS FOR SANITATION DISTRICT
ANNEXATION NOS. 251 AND 309
DEPARTMENT: Planning and Building Services
RECOMMENDED ACTION
Adopt two resolutions approving and accepting the negotiated exchange of property tax
revenues resulting from Sanitation District Annexation Nos. 251 and 309.
BACKGROUND
Los Angeles County Sanitation District Nos. 26 and 32 provide wastewater treatment services
cooperatively through the Santa Clarita Valley Joint Sewerage System. To provide wastewater
treatment service to property located outside of the District's service area, the service area
boundary must be expanded through the annexation process. As part of this process, a tax -
sharing resolution to provide the required funding to the Sanitation Districts is adopted by the
public agencies responsible for providing services to the subject property.
Local agencies recJiving an apportionment of property tax from the annexing area must
determine the amount of tax revenues to be exchanged between the affected agencies. For
annexation No. 251, a total of 1.1376 percent of the annual tax increment attributable to the
land area involved in the annexation will be transferred to Sanitation District No. 32. Of this
total, the City is contributing 0.1137 percent of its revenues from the annual tax increment for
the annexation area.
The proposed annexation area is for 150 single family homes south of Dockweiler Drive west
of Sierra Highway. The project was approved by the City's Planning Commission in February
1996 with a mitigated negative declaration. The development is consistent with the City's
General Plan land use designation for the site (RS—Residential Suburban).
For annexation No. 309, a total of 1.2127 percent of the annual tax increment attributable to
the land area involved inthe annexation will be transferred to Sanitation District No. 26. Of
this total, the City is contributing 0.1297 percent of its revenues from the annual tax increment
for the annexation area.
N N1 EM MI.
The proposed annexation area is for two separate single family residences on Live Oak Springs
Canyon Road east of Sand Canyon Road. The properties and developments are consistent with
the City's General Plan land use designation for the site (RE -Residential Estate).
ALTERNATIVE ACTIONS
1. Other actions as determined by Council.
FISCAL IMPACT
As proposed, the annexation to Sanitation Districts No's. 26 and 32 should result in no adverse
fiscal impact to the City.
