LANDSCAPE MAINTENANCE DISTRICT NO. T1 FOR LYONS
AVENUE MEDIANS

RECOMMENDED ACTION
City Council adopt Resolution No. 99-30 to initiate annexation proceedings, authorize ballots
to be mailed, approve the Engineer's Report, and set the public hearing for April 27, 1999.
BACKGROUND
As part of the citywide effort to beautify and enhance business interests, the City is proposing
to landscape the medians along Lyons Avenue, from Interstate 5 east to Orchard Village
Road. The proposed landscaping would be similar to the medians located on Valencia
Boulevard in front of the Valencia Town Center, and will include trees, shrubs, stamped
concrete, and turf where possible. Once completed, the newly landscaped medians will help
visually enhance the Lyons Avenue business corridor.
The $340,000 improvements the City is proposing will be installed using Landscape
Maintenance District (LMD) fund balance, resulting in no cost to the local business owners.
However, in order for this median improvement project to proceed, the City must first seek
approval by property owners who will be required to pay for the ongoing median
maintenance. This action is possible by annexing the commercial properties on the south
side of Lyons Avenue into the Valencia Areawide Landscape District that currently exists
north of Lyons Avenue.
On January 20, 1999, an informational letter and response postcard was sent to all
commercial properties in the proposed annexation area. This was only a preliminary
survey so the City could evaluate whether the commercial property owners would agree to
participate in the median maintenance costs. The initial survey area was from I-5 to
Orchard Village Road since those medians are already in the District.
Staff has received calls and responses to the survey from the commercial property owners
on Lyons. Approximately 20 percent of the property owners returned a response postcard,
with 75 percent in support of the project. Some of the owners have suggested that Lyons

Avenue, from I-5 to San Fernando Road, be done all at once. The residents in the single-
family homes in Old Orchard I and II on Lyons Avenue are also very supportive of the
project.
The medians on Lyons Avenue from Orchard Village Road to San Fernando Road are not
currently in the Landscape Maintenance District. This area could be identified as Phase II
of the Lyons beautification program and handled separately. Construction funding would
need to be identified and a new maintenance district approved by the property owners for
the Phase II area. Approaching this project in two phases would help expedite Phase I
improvements.
If the majority of the commercial property owners on the south side of Lyons Avenue elect
to participate, the cost of $4.03 per property per month would be the same as the amount
paid by the parcels on the north side of Lyons Avenue. If the Council approves the
annexation proceedings, the City must mail a notification and ballot to each of the affected
property owners. The majority must vote in favor of the proposal for the City to proceed. If
there is not adequate support, the maintenance cannot be performed, and the proposed
landscaping will not be installed.
