BACKGROUND Since the opening of the Santa Clarita Sports Complex on December 7, 1995, staff has received public requests to rent the facility. The Parks, Recreation, and Community Services Department is always interested in addressing the needs of the community by providing affordable places to hold meetings, functions, and organized events. As a result, in 1995 a Facilities Policies and Procedures guideline was presented to the Parks and Recreation Commission, and approved by City Council on April 10, 1995. The Santa Clarita Sports Complex will adhere to the facility guidelines that currently exist, and all deposits and liability insurance will remain consistent. Fee Recommendation Gymnasium — 3 -hour minimum rental Non-profit Groups $50/hour first 2 hours $40/hour after 3 hours Commercial/Private $90/hour Filming $150/hour In 1996, Administrative Services and the Management Institute, through a study, developed a fee structure and cost recovery plan for each department. Since the City did not have two gymnasiums or racquetball courts when the study was completed, it is now m s Ag"a��en11Ae. �V CV necessary to determine appropriate rental fees. Under facility rentals, it was determined that the City should charge what the market will bear. Attached for your reference is a comparison of similar facilities in other cities and the proposed fees for the Sports Complex. Staff has determined that fees are appropriate and in line with the rental fees of other City facilities. ALTERNATIVE ACTION Other direction as determined by City Council. Santa Clarita Sports Complex proposed rental fees and industry averages DR/TC:skh CITY OF SANTA CLARITA NOTICE OF PUBLIC HEARING TO CONSIDER A PROPOSED FACILITY RENTAL FEE STRUCTURE OF THE SANTA CLARITA SPORTS COMPLEX LOCATED AT 26407 GOLDEN VALLEY ROAD SANTA CLARITA, CALIFORNIA PUBLIC NOTICE IS HEREBY GIVEN: A Public Hearing will be held before the City Council of the City of Santa Clarita to consider a proposed facility rental fee structure of the Santa Clarita Sports Complex located at 26407 Golden Valley Road, Santa Clarita, California. The facility rental fee structure is based upon a comparative study of similar facilities who rent their facilities in whole or part to non-profit, commercial and filming interests. The initial fee proposal was reviewed by the City of Santa Clarita Parks and Recreation Commission at the May 6, 1999 Parks and Recreation Commission meeting. The Parks and Recreation Commission after review of the fee structure, recommended the fee structure for public hearing at a regular City Council meeting. The hearing will be held by the Santa Clarita City Council in the City Hall Council Chambers, 23920 Valencia Blvd., 1st Floor, on the 13th day of July, 1999, at or after 6:30 p.m. Proponents, opponents, and any interested persons may appear and be heard on this matter at that time.
