RECOMMENDED ACTION
That the Agency appoint two members to the Newhall Redevelopment Committee.
BACKGROUND
At their regular meeting of July 13, 1999, the Agency declared vacancies and directed the City
Clerk to post and publish the Notice of Vacancy on July 15, 1999 for two Redevelopment
Committee positions. Also, an information letter and application were mailed on July 16, 1999
to each of the following businesses: Valencia Bicycles, Dario's Mexican Restaurant, Ricardo's
Auto Upholstery, and Diane Chong Kim at Herald's Club.
The deadline for receipt of applications was August 13, 1999. On August 16, 1999, a packet
containing copies of all applications received was distributed to all Agency members; a list of
applicants is attached to this report.
Members of the Newhall Redevelopment Committee are appointed without term expiration
dates. It is anticipated that the newly appointed Committee members will be seated at the
Committee meeting on October 4, 1999.

Reasons for wanting to serve:
The first response that comes forth is for historical preservation. Then I looked at the area
from a logical standpoint and realize the potential for the enhancements of an economical
nature. The downtown Newhall area was the central part of the community for years,
until growth and expansion pushed it out to the newer areas. The redevelopment area has
the potential to maintain and rebuild its integrity to offer an alternative for shopping,
dining and entertainment to our valley. I'd like to help see this happen.
Qualifications or Experience:
I served as a docent for the Friends of Hart Park and later on the Board of Directors in the
late 1980's. I have a personal fascination with history.
I work in a financial environment and have a good understanding of the business world.
My experiences in the business world have taught me to develop goals, objectives and
long range plans. I am comfortable working with budgets and forecasting expenses. Most
importantly I am a citizen of Santa Clarita I believe in local development, preserving our
past by securing the fixture.

Dear Mayor Darcy and Council Members,
Filling the two open positions on the Redevelopment Committee is an important
responsibility. It appears to me that among the talents of the community members who
contribute must be: sincere dedication to helping build a vibrant redevelopment district,
plus strong local knowledge of the area, a commitment of sufficient time for the study, as
well as the vision and ability to work cooperatively on a team.
Such an outstanding individual is Cathie Kinchloe. A resident for nearly fifteen years,
Cathie is intelligent, caring and thoughtful, and highly dedicated to building a premiere city
of the 21st Century. She is knowledgeable about the Santa Clarita Valley and is aware of
the dynamics that may shape our future. She is the Office Manager for KPMG, and has
demonstrated her leadership as President of the local Zonta Club. While President she
directed the activities of nearly 100 professional women of very diverse interests. She
remains calm under pressure and makes excellent contributions to problem solving.
The City of Santa Clarita will be well served to appoint Cathie Kinchloe to one of the two
Redevelopment Committee positions.

As soon as I was informed that a very valued friend of mine was applying for a position
on the Newhall Redevelopment Committee I thought that the very next thing I would do
would be to send this hearty letter of recommendation to you, supporting my friend's
efforts.
Cathie Kincheloe has been a friend, associate, and fellow community volunteer
extraordinnaire for over 12 years. Cathie has a long history in our community, coming to
Santa Clarita in the early 1980's, and immediately getting her feet wet in the various
non profit groups here. I have worked with her on the Board of Directors of the now -
defunct SCV Community Hotline, where she was an officer, and also for the last 12
years as a member of Zonta International, where she has held almost all positions on
the Board, including President. Cathie has also served on the Board of Directors of the
Friends of Hart Park, and the Association to Aid Victims of Domestic Violence. I have
found Cathie to perpetually to be a stickler for details, and always inclined to follow up
and follow through with any project or position she takes on. She is that refreshing
change to those persons who take on a project, perhaps to get a good resume entry,
and then fail to meet the task or follow through.
Cathie understands well the need to enhance the economic flow of our City; she has a
very good head for finances. She is most interested in the preservation of our
community, and restoration of our area's history. Working with the Friends of Hart
Board, she explained to me that she knows we have a great diversity and culture here in
Santa Clarita, and she feels the need to preserve this and bring all the elements back
into focus, starting with the downtown Newhall area.
If you are looking for a perfect candidate for this position, I urge you to look to Cathie as
a viable candidate. She does not take on all projects in sight, nor does she volunteer
her time to too many groups. She calculates her interest and passion for the project,
the time she has, and the impact she believes she can make to this project, before
volunteering to step up to the plate.

Attachment to Redevelopment Committee application - Carol Rock
Indicate reasons for wanting to serve:
I have been involved in preserving the historic structures and integrity of downtown
Newhall since 1987 and have been the spokesperson/liaison for the Santa Clarita
Valley Historical Society at previous efforts to develop "Old Newhall." I truly believe
I can make a difference in making the area into a viable cultural and tourist attraction,
emphasizing the area's rich heritage in the movie, oil and transportation industries.
I would also like to put my experience in marketing, public relations and event
management to use in bringing Old Newhall back to life.
Qualifications and experience:
I have 12 years experience with the Santa Clarita Valley Historical Society, the
primary agency of heritage education and promotion in the area. I have served as the
group's president and, for most of my years of service, as director of preservation. I
compiled and helped compose the Historic Resource Element of the city of Santa
Clarita's general plan and have conducted a variety of historic site tours, both for the
society and as part of the city's annual Cowboy Poetry and Music Festival.
I represented the society (and the city) at conferences of the California Preservation
Foundation several times, bringing back information and experiences from other cities
that has been applied to our efforts. With this information, we were able to work with
the city and preserve endangered structures along the historic fabric of San Fernando
Road and the surrounding neighborhoods. With history as a major tourist draw, I feel
my appointment to this commission would enhance our efforts at maintaining the
integrity of the historic area while marketing the area to visitors and residents alike.
I have seven years experience as a journalist and five years in marketing, public
relations and event management. I have worked with small and large businesses in the
Santa Clarita Valley in several capacities; as an entrepreneur, a representative of my
current employer, The Signal, and as an administrator in the nonprofit sector. I have
also worked extensively with the SCV Chamber of Commerce and am the former chair
of the Santa Clarita Film and Entertainment Bureau, as well as a current board member
of the Canyon Theatre. Guild, which is in the process of relocating into the
redevelopment area.
As a former employee of the city, I am familiar with most of the city staff and have
a good working relationship with them. I also created the volunteer program currently
in use by the city and have extensive experience and connections in the nonprofit
sector, which I see playing a big part in the redevelopment/marketing efforts.

for one of the open positions on the Newhall Redevelopment Commission.

contributions to our organizxation in the area of fund-raising and public relations have
helped us immensely and are always carried out in a professional manner. In
addition, we are aware of her long-term relationship with the Santa Clarita Valley

volunteer post for the Downtown Newhall Redevelopment Committee. I have
enough metaphorical bankers' boxes to fill a garage with her adept capabilities.
She is tireless. Bright. Well -organized. Enthusiastic. As past president of the
SCV Historical Society and a 13 -year member, she has a journeyman's knowl-
edge on the history of our fine city and valley.
Carol possesses a talent in promotions and is a recognized and proven
leader in community relations. She chaired the Film and Entertainment Bureau
and was a fine ambassador for this municipality. Her knowledge of local film
history I find humbling. She is an active member of the Canyon Theatre Guild
(which is moving its HQ to downtown Newhall). As a member of the Chamber of
Commerce, she has been involved with local business. My own small opinion is
that it doesn't hurt to have a friend at the newspaper, either.
In short, I strongly believe Carol Rock would be the perfect candidate for
this post.
