Don Rodriguez DATE: May 11, 1999 SUBJECT: STATE LEGISLATION: SENATE BILL 15 DEPARTMENT: City Manager's Office/Sheriff s Department RECOMMENDED ACTION City Council adopt a formal position of support regarding Senate Bill 15. BACKGROUND Gun violence is the number one killer of California children. In an attempt to fight the horror caused by gun crimes and accidents, Senator Richard Polanco of Los Angeles has introduced a bill that will establish basic quality and safety standards for handguns manufactured and sold in the state of California. Small, poorly made handguns, often referred to as Saturday night specials, are the weapons of choice for youths involved in violent crime. By placing standards upon handguns manufactured in California, the safety benefits could be felt nationwide as 80% of the Saturday night specials sold in America are manufactured in California. The standards created by Senate Bill 15 require that all handguns be a certain size, that they only fire when they are intended to, and that they not fire when dropped. Senate Bill 15 is already supported by the League of California Cities, and by supporting this bill, the City Council will be sending a strong message that gun violence and accidental gun injuries will not be tolerated in Santa Clarita, California, or anywhere in the United States.
