HomeMy WebLinkAbout1999-01-26 - AGENDA REPORTS - SHERIFF VOLUNTEERS TRAFFIC (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Item to be pre; DATE: January 26, 1999 SUBJECT: AUTHORIZE CIVILIAN VOLUNTEERS AND EXPLORERS OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT TO DIRECT TRAFFIC DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council adopt Resolution No. 99-15 authorizing civilian volunteers and explorers of the Los Angeles County Sheriffs Department to direct traffic. BACKGROUND Since 1995, the Santa Clarita Sheriffs Station has been running a pilot program that uses civilian volunteers and explorers to direct traffic. The Los Angeles County Sheriffs Department now requires that a resolution be passed authorizing the use of civilian volunteers and explorers to continue directing traffic. The authorization to use persons other than peace officers to direct traffic is included in California Vehicle Code §21100(e). Additionally, the Los Angeles County Sheriffs Department requires that civilian volunteers and explorers complete a course of instruction approved by the Commissioner of the California Highway Patrol before they are permitted to direct traffic. The Los Angeles County Board of Supervisors passed a resolution allowing volunteers to direct traffic in unincorporated areas. Resolution No. 99-15 of the City of Santa Clarita would allow volunteers and explorers to provide the same service in the City of Santa Clarita. ALTERNATIVE ACTIONS 1) Use only sworn Sheriffs Deputies for traffic control. 2) Other action as determined by City Council. FISCAL IMPACT Impact to the City budget is zero. There is a cost saving in using civilian volunteers and explorers to direct traffic in lieu of sworn Sheriffs Deputies.
