SUBJECT: SOLEDAD CANYON — EL NINO
AWARD DESIGN CONTRACT - PROJECT NO. D4001
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION:
City Council (1) award contract to Pacific Advanced Civil Engineering, Inc. for engineering
design services for Soledad Canyon — El Nifio, Project No. D4001, in the amount of
$50,000.00 and authorize a 15 percent contingency in the amount of $7,500.00;
(2) appropriate $34,669.00 in reimbursable FHWA Federal Funds for Account
No. D4001103; (3) authorize a budget transfer in the amount of $4,491.00 from Account
No. M0010001 to Account No. D4001001 to provide the 11.47 percent local match required;
and (4) authorize the City Manager or designee to execute all documents, subject to City
Attorney approval.
As a result of the excessive storm damage of the 1997-1998 storm season, the City
requested additional federal participation in restoring a portion of the Santa Clara River
embankment along Soledad Canyon Road across from the Saugus Speedway. Excessive
flows during numerous rainy seasons have consistently flowed directly toward Soledad
Canyon Road at this location. As a result, there is a potential threat of closure of this major
arterial roadway.
Emergency Relief Restoration funds from the Federal Highway Administration (FHWA)
will fund the design costs of the Soledad Canyon — El Nino project. This project will provide
permanent flood protection improvements along the embankment supporting the trail and
Soledad Canyon Road at the Saugus Speedway. This project was budgeted in
Fiscal Year 1999-2000 for preliminary engineering and environmental services. However,
in order to utilize the federal funding, a construction contract must be awarded prior to the
end of this fiscal year. Therefore, staff recommends initiating the design phase of this
project now.

The Federal Highway Administration Emergency Relief program is funding 88.53 percent
of the costs for this project. The City's local match is 11.47 percent. An additional
budget in the amount of $34,669.00 is required to provide for the federal participation. A
budget transfer in the amount of $4,491.00 from Account No. M0010001 to Account
No. D4001001 is also required to cover the additional local match. A portion of the funds
was budgeted in Fiscal Year 1999-2000 for preliminary engineering, pending federal
approval for the balance necessary for the design. The City has received approval and can
now proceed with the design.
