ANGELES AND THE SANTA SUSANA MOUNTAINS; AND TO
THE WEST BY THE SANTA SUSANA MOUNTAINS AND THE
VENTURA COUNTY LINE.

RECOMMENDED ACTION
Open the public hearing, receive testimony, close the public hearing and adopt.
Resolution No. 99-162 to authorize the City Manager, or his designee, to file an
application with the Local Agency Formation Commission (LAFCO) to initiate
proceedings for adoption of the Sphere of Influence.
BACKGROUND
This action authorizes the City Manager, or his designee, to file the Sphere of
Influence application for the City of Santa Clarita. The proposed Sphere of
Influence is located outside the city limits generally bounded on the north by the
Angeles National Forest; to the east by the Angeles National Forest and the
eastern boundary of the William S. Hart School District; to the south by the
Angeles National Forest, the City of Los Angeles and the Santa Susana
Mountains; and to the west by the Santa Susana Mountains and the Ventura
County Line.

This Sphere of Influence proposal is the City's third submittal to the LAFCO.
Earlier applications, both denied, were submitted in 1989, and in 1991. Previous
proposed spheres had identical boundaries. This application excludes the
community of Castaic, and includes those projects already under the City
planning influence. These include Transit Mix Concrete, the proposed Whitney
Canyon Annexation, the proposed Golden Valley Ranch Annexation, and Elsmere
Canyon.
A sphere of influence is a planning tool used to promote orderly growth. It allows
cities to plan in cooperation with other agencies for public services such as police,
fire, parks, roads, and flood control. While the proposed Sphere of Influence
identifies areas the City may seek to annex, it does not mean annexation will
occur. In most cases, the sphere includes the area just beyond a city's boundary
and includes territory and neighborhoods surrounding the city.
The Cortese -Knox Local Government Reorganization Act of 1985 (revised 1998)
and the Los Angeles County Local Agency Formation Commission (LAFCO).
regulate adoption of a sphere of influence for the City.
ALTERNATIVE ACTION
An alternative action would be to amend the sphere proposal to exclude and/or
include any number of other properties.
FISCAL IMPACT
Adoption of the Sphere of Influence as proposed would have no fiscal impact.

NOTICE OF PUBLIC HEARING TO CONSIDER
AN AMENDMENT TO THE SPHERE OF INFLUENCE
FOR THE CITY OF SANTA CLARITA
PUBLIC NOTICE IS HEREBY GIVEN:
The City Council of the City of Santa Clarita will hold a Public Hearing to consider an
amendment to the Sphere of Influence. The purpose of the hearing will be to receive and
consider comments from residents and landowners of properties within the proposed project area.
The hearing will be held by the City Council in the City Hall Council Chambers, located at 23920
Valencia Boulevard, First Floor, Santa Clarita, California, at or after 6:30 p.m. on October 12,
1999. Proponents, opponents, and any interested persons may appear and be heard on this matter
at that time.
Pursuant to Government Code Section 56427 proceedings for the referenced proposal
were initiated by the City of Santa Clarita for submittal to the Local Agency Formation
Commission for Los Angeles County.
The proposal shall be subject to all terms and conditions as specified by the resolution, to
be adopted on October 12, 1999, requesting that the Local Agency Formation
Commission of Los Angeles County initiate proceedings to amend the Sphere of
Influence.
The reasons for the proposed sphere of influence are to facilitate orderly growth in the
unincorporated areas adjacent to the City of Santa Clarita and in the Santa Clarita Valley;
coordinate property development standards; encourage timely provision of municipal
services; promote cooperative planning between the City of Santa Clarita, the County of
Los Angeles, and various public/private service agencies; and to promote property
owner's abilities to plan comprehensively, for the ultimate use and development of their
lands.
If you wish to challenge this matter in court, you may be limited to raising those issues
you or someone else raised at the public hearing described in this notice, or in written
correspondence delivered to the City Council, at or prior to the public hearing.
This proposal may be reviewed by the public at the City of Santa Clarita Planning
Division prior to the Public Hearing, at or after 6:30 p.m., on October 12, 1999. For
