Caravalho, City Manager DATE: May 4, 1999 i SUBJECT: SANTA CLARITA SPORTS COMPLEX DRAFT PRESENTATION RECOMMENDED ACTION Receive, comment, and support the draft master plan. BACKGROUND MASTER PLAN The Santa Clarita Sports Complex, formerly known as the Merle Norman Facility, is centrally located in the valley at 26407 Golden Valley Road. The property is approximately 20 acres in size, and has three existing buildings totaling 20,000 square feet each. One building has been remodeled and includes four racquetball courts, two regulation size basketball courts, restrooms, lockers, and offices. The other two buildings are in their original production/warehouse condition. The City's first skatepark opened last winter at the southeast section of the property. The City of Santa Clarita kicked off the master planning process for the rest of the facility on October 3, 1998, with a public workshop held on site. A second public workshop was held at City Hall on October 15, 1998. The results of those two sessions, as well as input from the consultant and City staff members, resulted in the creation of a draft master plan. The draft master plan was presented to the Parks and Recreation Commission on December 3, 1998, and was recommended for approval to City Council. On March 16, 1999, the Planning Commission adopted Resolution Number P99-03, which approved Conditional Use Permit Number 99-002 and the Mitigated Negative Declaration for development of the Sports Complex. The draft master plan includes indoor and outdoor active recreation, passive outdoor recreation, and community center type uses for the complex. ALTERNATIVE ACTIONS Modify and support the draft master plan. Reject the draft master plan and direct staff to bring improvements before City Council in phases.
