HomeMy WebLinkAbout1999-05-11 - AGENDA REPORTS - STATE TRANS PGM STRMDRN PROJ (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: May 11, 1999 City Manager Approval: Item to be presented by: SUBJECT: STATE TRANSPORTATION IMPROVEMENTS PROGRAM AUGMENTATION STORM DAMAGE PROJECTS DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION City Council adopt Resolution No. 99-62 attesting that the Pavement Rehabilitation and Bouquet Canyon Bridge Storm Restoration projects meet the criteria contained in the Storm Damage Policy; and direct staff to pursue State Transportation Improvements Program (STIP) Augmentation Storm Damage funding to augment the Fiscal Year 1999- 2000 Annual Overlay program. BACKGROUND On January 14, 1999, the California Transportation Commission (CTC) adopted guidelines allowing the use of 1998 STIP Augmentation funds for the repair and rehabilitation of storm damage to local street and road systems caused by the 1997-98 El Nino storms. The Metropolitan Transportation Authority (MTA) board ratified the Storm Damage Policy on March 25, 1999. The City's share is estimated to be $717,000 (based on population and center lane miles). The MTA is requiring the 88 cities in Los Angeles County to submit project inventories by May 31, 1999. A resolution attesting to compliance with the storm policy is required and the inventory of projects must be prioritized. MTA will then submit the County list to CTC for approval through the STIP Amendment process. Due to accelerated deterioration caused by last year's storms, local roads in the City's roadway system are in need of reconstruction much earlier than the Pavement Management System (PMS) schedule would dictate. Unfortunately, the cost difference between overlay and rehabilitation is putting the City's PMS program in arrears, since funds are utilized for rehabilitation, while regular maintenance is falling behind. The 1999-2000 Annual Overlay project will be responsible for the pavement rehabilitation necessary in the eastern section of the City. While some of these roads would be scheduled for overlay in approximately four years, we need to do them now as a result of last year's storms. The attached list of streets in this area can be overlaid with the STIP funding. Adopted: - r Agenda hemi: /0% STIP AUGMENTATION STORM DAMAGE PROJECTS May 11, 1999 - Page 2 This STIP program presents an opportunity to rehabilitate damaged roadways while maintaining the PMS schedule. Bouquet Canyon Bridge was considerably damaged last storm season, and the restoration work was incorporated into the upcoming bridge -widening project funded through the federal Highway Bridge Replacement and Rehabilitation (HBRR) program. Since the HBRR local match is 20 percent, approximately $104,000 of the restoration becomes the City's obligation. MTA has tentatively approved the concept of participating in this obligation, since the STIP Storm Policy dictates 100 percent participation, and this work is the result of last year's storm damage. ALTERNATIVE ACTIONS 1. Reduce the scope of work for the Fiscal Year 1999-2000 Annual Overlay project. Due to the accelerated deterioration of these roads, this list of roadways will be done in Fiscal Year 1999-2000 Annual Overlay project. Without the STIP funding, the PMS program will fall further behind in maintaining the quality of the roads in the City. 2. Other action as determined by the City Council. FISCAL IMPACT Available funding in the amount of $717,000 does not require a local match and will offset construction costs for the proposed projects. Definition Damage to streets, roads, local systems attributable to the 1997/98 "El Nmo" storms. Storm damage to include rehabilitation of systems due to accelerated damage from storms. Rehabilitation projects to include projects deemed not al Hi eligible for Federal Emergency Management Agency (FEMA) or Federghway Administration Emergency Relief (ER) damage on local streets and road attributable to storm damage. Rehabilitation work is defined as work eligsystems ible under State Highway Code Article Proarammina Funds will be programmed as follows: S40 million FY00 (7/99-6/00) S10 million FY01 (7/00-6/01) Allocation of Funds Los Angeles County Storm D�aQe inventory - The 88 cities of Los Angeles County and Los Angeles County shall submit storm damage inventories to the MTA by May 31, 1999. Inventories shall consist of projects that meet the definition of storm damage in priority order. Each inventory will be accompanied by a City Council resolution certifying that the damage repair or rehabilitation project meets the definition MTA shall develop a county- wide inventory from locally generated project lists and submit the assembled Los Angeles County inventory to the CTC by July 1, 1999 for inclusion in the 1998 STIP amendment. Funds will be allocated to the cities and County of Los Angeles according to the following formula: • 50% based on population; 50% based on center line mites The intent of the California Transportation Commission funds was to supplement and not replace existing local funding. Per this intent, funds allocated for 1997/998 storm damage cannot be traded or sold. Funds not claimed by a municipality will be reallocated Countywide through the formula. Nothing in this policy should discourage cities from conjoining or assigning funds to another jurisdiction (i.e. Los Angeles County) to implement work programs within that jurisdiction or between one or more jurisdictions. Population and center line miles statistics used in the formula calculation will be the most recent as obtained from the State Department of Finance. Funds must be obligated within the fiscal year allocated. All 1997/98 stone damage work must be scheduled and programmed by June 2000 for CTC allocation. Funds will be disbursed through the Caltrans Office of Local Assistance. A PSR or equivalent is required for each project, with the PSR form to be consistent with the STIP Guidelines for storm damage work. Timeline for Implementation• a � 7 • May I999, cities to submit storm damage inventories to the MTA. • June 1999, submission of Los Angeles County inventory to CTC for STIP inclusion. • July 1, 1999, funds available through Caltrans Local Assistance Program. NEXT STEPS Concurrent with the approval process associated with this policy, notification has been sent to Los Angeles County cities apprising them of the imminent adoption of this policy and the resultant availability of funding. Early notice enabled the cities to start identifying eligible projects to include in the County -wide inventory. The individual municipal inventories will be due to the MTA at the end of May for aggregation into the LA County inventory for CTC submission. STIP funds will available July 1, 1999. Cities will be required to submit project applications through the Caltrans Office of Local Assistance. Caltrans District 7 Local Assistance is aware of the policy development and is anticipating applications. Funds will be programmed with S40 million allocated in FY00 and S10 million allocated in FY01. This method allows cities to fund "ready to go" repair projects and accumulate funds for larger rehabilitation projects. Prepared by: Karen Z.
