On June 22, 1999, Resolution 99-107 was adopted initiating proceedings for the Santa
Clarita Storm Drainage Fee for North Valencia II annexation. This resolution sets the time
and place for the required public hearing.
On August 24, 1999, the public hearing was opened and continued to September 14, 1999 to
provide for the allotted public hearing notice procedures required under Proposition 218.
The public notices were mailed to all property owners of record, and accurate stormwater
fee information was included in these notices.
Proposition 218 requires that a majority protest hearing be held prior to the ballot election.
Proposition 218 also requires that any protest to this fee must be submitted in writing to
the City Council prior to the close of the public hearing. Should a majority protest exist,
the process concludes and no fee may be imposed. If no majority protest exists, a public
notice, including ballots, must be sent to the property owners of record. The election is
scheduled for a public hearing on November 9, 1999.
