SUBJECT: TRANSFER OF STORM DRAINS TO LOS ANGELES COUNTY FLOOD
CONTROL DISTRICT (LACFCD), PARCEL MAP NO. 22643 (FORMERLY
TRACT NO. 40761), MISCELLANEOUS TRANSFER DRAIN (M.T.D.)

RECOMMENDED ACTION
City Council adopt Resolution No. 99-148 for the transfer and conveyance of the storm drain
improvements to the LACFCD for purposes of operation, maintenance, repair, and
improvements; authorize the Mayor to execute the attached Quitclaim Deed for the easements
to the LACFCD on behalf of the City; and direct the City Clerk to transmit a copy of this report
indicating the date and action taken, three copies of the unrecorded Quitclaim Deed properly
executed and acknowledged, and three certified copies of the adopted Resolution to the Building
& Safety/Land Development Division at the County of Los Angeles Department of Public
Works.
BACKGROUND
The construction of Miscellaneous Transfer Drain (M.T.D.) No. 1384 has been inspected and
approved by the City. The project is located at San Fernando Road and Seven Oaks Drive. A
detailed description of the facilities is depicted on Los Angeles County Flood Control District
Drawing Nos. 340-F22.1 through 340-F22.6 on file with the Director of the Los Angeles County
Department of Public Works. The storm drains were constructed by the developer, Chandler
Investment Properties, L.P., in accordance with agreements and the Faithful Performance
Bonds on file with the City (see Exhibit "A" attached showing the location of improvements).
The agreements also provide that the work shall not be deemed completed until approved,
accepted as complete, and transferred to LACFCD for maintenance.
The City and County entered into an agreement on March 14, 1989, recorded as Document
No. 89-1346418, which provides for the transfer of storm drains. The City Council must
approve a resolution authorizing the transfer to complete the process. The transfer is then
accepted and approved by the Board of Supervisors for the LACFCD, who operates and
maintains the storm drains for public use.
