HomeMy WebLinkAbout1999-04-13 - AGENDA REPORTS - SUPPLEMENT AGMT SLTPP 5450 (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: DATE: April 13, 1999 SUBJECT: EXECUTION OF FUTURE PROGRAM SUPPLEMENT AGREEMENTS TO MASTER AGREEMENT SLTPP-5450 RESOLUTION NO. 99-50 DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION City Council approve Resolution No. 99-50 directing the City Manager or his designee to execute all future program supplement agreements to the State -Local Master Agreement No. SLTPP-5450. 1..1• .C1 \1� This item is brought before the City Council to effectively reduce the paperwork currently required in presenting project programming before the Council. While every future obligation of State -Local Transportation Partnership Program (SLTPP) funding will be presented before the Council for review and approval, this request would eliminate the need for a separate resolution for each obligation of funding. Resolution No. 99-50 would direct the City Manager to proceed as directed by the Council for all SLTPP obligations that currently must be presented to the Council individually. This procedural change will save staff time and lessen possible project delays. On March 9, 1992, the City of Santa Clarita and the State of California entered into a master agreement to delineate certain responsibilities relative to prosecution of the City's eligible projects applying for State Share funds in the SLTPP. In the past, a program supplement agreement for each eligible project was presented to the City Council for review and approval. The program supplement agreement is the actual contract between the State and the City and is the vehicle by which the City is reimbursed for funds expended on an eligible project. The City Council would then direct the City Manager or his designee to execute each project -specific agreement. As explained further in the Department of Transportation Local Assistance Procedures Manual, dated February 1, 1998: EXECUTION OF FUTURE PROGRAM SUPPLEMENT AGREEMENTS TO MASTER AGREEMENT SLTPP-5450 April 13, 1999 — Page 2 "A local agency may pass a resolution for each agreement as it is presented or may pass a resolution authorizing an individual, e.g., public works director or mayor, to execute specific types of agreements as they occur. The latter method can save significant amounts of work and time and should be considered by any agency that constructs a large number of Federal -Aid or State funded projects. In either case, the resolution should clearly indicate, by title, who is authorized to sign and which agreement(s) or agreement types are authorized." This procedural change has been established to reduce paperwork and processing time for the Federal -Aid Programs, such as Regional Surface Transportation Program (RSTP), Transportation Enhancement Activities toieBridge Replacement and Rehabilitation Program (HBRR)Resoluin No. 99-50 efficiently accomplishes same required tasks for SLTPP projects. ALTERNATIVE ACTIONS Continue using existing procedures by creating a resolution for each program supplement agreement for every eligible SLTPP project. FISCAL IMPACT This procedural change will save staff time and lessen possible project delays. In addition, it will shorten the time to receive reimbursement of federal funds to the City.
