CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: November 23, 1999 City Manager Approv Item to be presented SUBJECT: TEMPORARY PARKING ALONG ORCHARD VILLAGE ROAD SOUTH OF AVENIDA RONADA DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION City Council adopt a resolution allowing temporary parking from November 26, 1999 to December 23, 1999, along the west side of Orchard Village Road south of Avenida Ronada, a total of 1,000 feet; direct staff to do appropriate adjustments to existing signs to effect this resolution; invoice Mr. Jim Blumel, Vice President of Frosty's Forest, Inc., for all related costs; and direct staff to require Mr. Blumel to provide 10 additional on-site parking spaces next year and 10 to 20 parking spaces during the year 2001. BACKGROUND Mr. Jim Blumel, Vice President of Frosty's Forest, Inc., has requested that the City allow temporary parking on Orchard Village Road. This request is for a total of 1,000 feet along the west side of Orchard Village Road, 500 feet on each side of the entrance to Frosty's Forest, for the period beginning November 26, 1999 to December 23, 1999. Frosty's Forest has been in business at the same location since 1979, and their customers have been parking along Orchard Village Road adjacent to the subject property until the establishment of a parking prohibition in the vicinity. Over the last several years, the City has allowed temporary parking along the west side of Orchard Village Road, which provided parking for customers during the Christmas season. However, over the past few years, staff has had concerns regarding the parking of vehicles for a long duration along this high-volume, high-speed road. Last year, as part of Resolution No. 98-134, the City Council requested that Mr. Blumel expand his parking facility within the next three years and provide 10 additional on-site parking spaces for each of the first two years and 10 to 20 spaces in the third year. A recent field investigation indicated that Frosty's Forest currently has 31 on-site parking spaces, which is an increase of 10 parking spaces as compared to last year, and is in keeping with the City's requirement. Furthermore, it is recommended that the applicant be required to continue to expand his parking facility within the next two years and to provide 10 additional spaces by next year and 10 to 20 additional spaces by the year 2001. This was discussed with Mr. Blumel, and he has agreed to continue the expansion of the parking facility as recommended. As in previous years, Mr. Blumel has indicated that he will pay all necessary costs involved in providing temporary parking at the subject location, at an estimated cost of $183.68. ALTERNATIVE ACTIONS 1. City Council deny the request. 2. Other action as determined by City Council. FISCAL IMPACT As in previous years, Mr. Blumel is required to pay for related costs to implement the resolution to allow temporary parking on Orchard Village Road. This would increase Revenue Account No. 201-6714 by $183.68 should the temporary parking be approved. OCT 2 61999 TRAFFIC DIVISION Fro sty's Forest Christmas tree farm has been a holiday tradition for families in Santa Clarita for the past twenty years. Our five acre facility offers locally grown Christmas trees along with the unique experience of choosing and cutting down your own tree. In the past two years the City has restricted our customers' ability to park along Orchard Village Rd. while they visit Frosty's Forest, even though that had been the practice for several years without incident of any kind. Although the City has granted limited parking, for which we have paid the appropriate fees, there are additional times when our customers require the freedom to park at the curb while they shop for a tree. Orchard Village is a six lane road, the curb lane is a non -traffic lane. Parking is permitted year - around north of Frosty's Forest and had been allowed adjacent to our lot until recently. The simple fact is that there is no other parking available nearby. At your direction, we have expanded our on-site parking lot by removing several mature trees in order to provide for 25 vehicles, which is adequate most of the time. However, there are peak periods of business when street parking is a necessity. Specifically, we request temporary parking along the west side of Orchard Village Rd. 500 feet north and 500 feet south of the traffic light at Dalbey Drive (Exhibit A) for 28 days from November 26 through December 23, 1999.
