SUBJECT: TEMPORARY HOMELESS SHELTER

RECOMMENDED ACTION
City Council approve the use of building number one at the Santa Clarita Sports Complex
for use as a temporary homeless shelter from November 18, 1999, to March 31, 2000, and
approve funds for the shelter in the amount of $10,000 to be allocated from City Council
contingency fund #1240-7401, to be transferred to and paid out of account #7411-7312.
BACKGROUND
For the past two years, the City Council has approved the use of the Santa Clarita Sports
Complex, building number one, as a temporary homeless shelter from December 1 through
March 31 and allocated $10,000 each year for implementation. The shelter has been
operated by the Santa Clarita Community Development Corporation (SCCDC) a locally
based, nonprofit corporation. Based on a potential funding source, the SCCDC is
requesting that the shelter open on November 18.
The members of the SCCDC continue their search for a permanent location and a strong
financial base. Staff has worked closely with them to identify potential locations, increase
their local resources, and identify potential funding sources.
The Los Angeles Homeless Services Authority (LA -HSA) has advised the SCCDC that they
may be eligible to apply for a grant for operating funds for a temporary shelter. The grant
deadline is September 3. A written commitment identifying a location for the 1999-2000
winter shelter season is a requirement of the application; an additional requirement is that
the shelter opens on November 18, 1999.
SCCDC have requested the use of building number one at the Santa Clarita Sports
Complex. Design work on building number one is scheduled to begin in January and
completed in early spring. Based on the project timeline, the building will be vacant during
the months requested for the temporary shelter.
