HomeMy WebLinkAbout1999-09-28 - AGENDA REPORTS - TIME CAPSULE (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Item to be DATE: September 28, 1999 SUBJECT: TIME CAPSULE DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council approve the Millenium Time Capsule project and appropriate funds, not to exceed $5,000, from the City Council's Contingency Fund Account No. 1240-7401 to Account No. 7455-7312. BACKGROUND Councilmember Janice H. Heidt proposed that the City of Santa Clarita develop a Time Capsule to celebrate the City of Santa Clarita in the new millenium. The contents of the capsule will be determined through extensive community participation and will reflect the life, styles, and issues of the community's residents. An implementation committee considered potential locations, which included Central Park, the Canyon Country Library, and downtown Newhall. The committee recommends that the Millenium Time Capsule be located at the Metrolink Station in downtown Newhall, based on the design considerations and the timing of the Grand Opening of the Jan Heidt Metrolink Station in early January 2000. It is proposed that the capsule be placed at the base of the Metrolink Station Bell Tower. Space for the capsule will be incorporated into the design of the tower and the capsule will be enclosed during the Grand Opening of the Metrolink Station. A bronze plaque will be placed at the site with an inscription indicating the Time Capsule information and the date of the capsule's opening in fifty years. • An extensive public participation process will solicit feedback from seniors, youth, business owners, homeowners, and community members. • Elementary and junior high school essay contests open to students interested in describing their life in 1999. The winning essay will be placed in the Time Capsule. • High school participation will include students preparing photographs and essays describing high school life and teen trends. • A scroll will be circulated at upcoming community events to obtain community members' signatures, which will be placed in the Time Capsule. Other action as determined by City Council. FISCAL IMPACT Page 2 Purchase of capsule, encapsulation, community outreach, and purchase and inscription of bronze plaque will not exceed $5,000.
