SUBJECT: TRACT MAP NO. 44374-02 - APPROVAL OF THE FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
City Council approve Tract Map No. 44374-02; accept on behalf of the public the offers of
dedication for easements for sewer purposes, storm drain purposes, and the restriction of
residential construction over open space lots and private street lots; and make findings as
follows: (a) that this project is consistent with the provisions of Sections 66474, 66474. 1,
and 66474.6 of the Subdivision Map Act and should be approved, and (b) that this proposed
subdivision, together with the provisions for this design and improvement, is consistent
with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3
of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8
(commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code;
instruct the City Treasurer to endorse the Special Assessment Certificate on the face of the
map for Tract Map No. 44374-02, which indicates that all special assessments levied by the
City have been paid; and instruct the City Clerk to endorse the Certificate on the face of
Tract Map No. 44374-02, which embodies the approval of said map and the acceptance of
the dedications shown thereon.
BACKGROUND
Tract 44374-02 is the third of five phases of Tentative Tract Map No. 44374. Tentative
Tract 44374 was granted approval by the Planning Commission on February 4, 1997. This
phase, which consists of approximately 78 acres, is located on the north side of Valencia
Boulevard, and is owned by Taylor Woodrow. Of the 59 lots being created with this phase,
51 lots will be used for single-family residential units and the remaining lots for open space
and private streets. The conditions set by the Planning Commission have been met, and
fees have been paid as indicated on the attached Fact Sheet. The map has been checked to
the satisfaction of the City Engineer. The map is ready for Council approval and
acceptance of the dedications.

ALTERNATIVE ACTIONS
No alternative actions that would conform to requirements set forth in the Subdivision Map
Act are identified by staff.
FISCAL IMPACT
All subdivision streets will be privately owned and maintained. However, as a condition of
this tract, off-site street improvements will be built. Once they are accepted by the City,
they will impact the City's Street Maintenance budget. These improvements include two
bus bays, deceleration lanes, and modification to two existing left -turn pockets along
Valencia Boulevard.
The developer is contributing the following minimum amounts for the purposes described
(refer to the attached Fact Sheet for details):
Bridge and Thoroughfare Fees $270,300.00
Transit Mitigation Fee 10,200.00

Tract Map Location: North of Valencia Boulevard between Tourney Road and
McBean Parkway.
Acreage: Approximately 78 acres.
Number of Lots: Fifty -Nine.
Number of Units: Fifty -One.
Developer: Taylor Woodrow.
Quimby Fees: Per an existing Development Agreement, the Quimby
requirements for this project will be fully satisfied by park
improvements within the North Valencia Project.
Road Fees: The required Bridge and Thoroughfare fee deposit is $270,300.00.
Security in the form of a letter of credit has been received by the
City to cover this amount. Along with this security, a standard
format agreement has been executed that obligates the developer
to pay an additional fee amount to be determined upon the
completion of the formation of the Valencia Bridge and
Thoroughfare District. The hearings for the formation of this
district are being scheduled for January and February of 1999.
Transit Fees: A Transit Mitigation fee of $10,200.00 has been paid.
County Library Fee: The developer is paying $336.00 per unit to Los Angeles County as
a mitigation measure due to impacts to the library system at the
building permit stage.
Road Improvements: All subdivision streets are to be private streets. Off-site
improvements being constructed by the developer for this tract
along Valencia Boulevard include the overlay of the north side of
the street along the tract frontage, the modification of the signal at
the intersection of Valencia Boulevard and McBean Parkway, the
signalization of the intersection of Goldcrest Drive and
Valencia Boulevard, the construction of deceleration lanes, the
modification of two existing left -turn pockets, street lights, trees,
and a paseo on the north side of the street from Tourney Road,
which will connect with the existing walk just west of
McBean Parkway.
School Fees: To be paid at building permit stage per agreement with the school
districts.
