HomeMy WebLinkAbout1999-03-23 - AGENDA REPORTS - TM 44896 1 APPROVAL (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: March 23, 1999 City Manager Approval: Item to be presented by: Rrsd ThPrriPn SUBJECT: TRACT MAP NO. 44896-1 - APPROVAL OF THE FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation & Engineering Services City Council approve Tract Map No. 44896-1; accept on behalf of the public the offers of dedication for public streets, easements for sewer purposes, storm drain purposes, and the restriction of residential construction over open space lots; make findings as follows: (a)�that this project is consistent with the provisions of Sections 66474, 66474.1, and 66474.6 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; instruct the City Treasurer to endorse the Special Assessment Certificate on the face of the map for Tract Map No. 44896-1, which indicates that all special assessments levied by the City have been paid; and instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 44896-1, which embodies the approval of said map and the acceptance of the dedications shown thereon. BACKGROUND Tract 44896-1 is the first of two (2) phases of Tentative Tract Map No. 44896. Tentative Tract 44896 was granted approval by the Planning Commission on July 28, 1998, appealed on August 12, 1998, and approved by City Council on October 13, 1998. This phase, which consists of approximately 35.2 acres, is located to the south of Via Princessa at the intersection of Circle J Ranch Road and is owned by Beazer Homes Holdings Corp., Inc. Of the 98 lots being created with this phase, 95 lots will be used for single-family residential units and the remaining lots for open space. The conditions set by the Planning Commission have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer. The map is ready for Council approval and acceptance of the dedications. FISCAL IMPACT All subdivision streets will be dedicated to the City. The maintenance of these streets will impact the City's Street Maintenance budget. The developer is contributing the following minimum amounts for the purposes described (refer to the attached Fact Sheet for details): Bridge and Thoroughfare Fees: This requirement has been met with the construction of Wiley Canyon/Via Princessa Bridge. Transit Mitigation Fee: $19,000.00 Quimby Requirement: Quimby Fee requirements will be fully satisfied by the development of a five -acre park. Number of Lots: Ninety-eight. Number of Units: Ninety-five. Developer: Beazer Homes Holdings Corp., Inc. Quimby Fees: The Quimby Fee requirements will be fully satisfied by the development of a five -acre park. This park will be located on a 0.75 -acre parcel of land being dedicated on the next phase of this development and a portion of an adjacent MWD right-of-way. Road Fees: This requirement has been met pursuant to the Emergency Access Agreement and amendments with Beazer Homes and the City with the construction of the Wiley Canyon/Via Princessa Bridge, a $4.5 million obligation. Transit Fees: A Transit Mitigation fee of $19,000.00 has been paid. Road Improvements: Construction of full improvements along all subdivision streets. All subdivision streets are to be public streets. The developer shall construct a 14 -foot -wide trail along Via Princessa and Circle J Ranch Road. School Fees: To be paid at building permit stage per agreement with the school districts.
