SUBJECT: TRACT MAP NO. 50536 - APPROVAL OF THE FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
City Council approve Tract Map No. 50536; accept on behalf of the public the offers of
dedication for public streets, easements for sewer purposes, storm drain purposes, and sight
visibility purposes; make findings as follows: (a) that this project is consistent with the
provisions of Sections 66474, 66474.1, and 66474.6 of the Subdivision Map Act and should
be approved, and (b) that this proposed subdivision, together with the provisions for this
design and improvement, is consistent with the General Plan required by Article 5
(commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or
any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of
Chapter 3 of Division 1 of the Government Code; instruct the City Treasurer to endorse the
Special Assessment Certificate on the face of the map for Tract Map No. 50536, which
indicates that all special assessments levied by the City have been paid; and instruct the
City Clerk to endorse the Certificate on the face of Tract Map No. 50536, which embodies
the approval of said map and the acceptance of the dedications shown thereon.
BACKGROUND
Tract 50536 is the first of two phases of Tentative Tract Map No. 46626. Tentative
Tract 46626 was granted approval by the Planning Commission on March 20, 1990,
appealed on March 30, 1990, and approved by City Council on May 22, 1990. This phase,
which consists of approximately 20.5 acres, is located north of the existing northerly
terminus of Foxiane Drive, Tambora Drive, and Bakerton Avenue and is owned by The
Ryland Group Inc. All 63 lots created for this phase will be used for single-family
residential units. The conditions set by the Planning Commission have been met, and fees
have been paid as indicated on the attached Fact Sheet. The map has been checked to the
satisfaction of the City Engineer. The map is ready for Council approval and acceptance of
the dedications.

ALTERNATIVE ACTIONS
No alternative actions that would conform to requirements set forth in the Subdivision Map
Act are identified by staff.
FISCAL IMPACT
All subdivision streets will be dedicated to the City. The maintenance of these streets will
impact the City's Street Maintenance budget.
The developer is contributing the following minimum amounts for the purposes described
(refer to the attached Fact Sheet for details):
Bridge and Thoroughfare Fees $333,900.00*
Construction and Maintenance of Bicycle Trails 67,260.06*
Improvement of Park and Library Site 500,500.00*
*A sum equal to the increase in the Consumer Price Index, calculated from the date of
tentative tract map approval in accordance with the developer's agreement, will be added to
this amount.

Tract Map Location: North of the existing northerly terminus of Foxlane Drive,
Tambora Drive, and Bakerton Avenue.
Acreage: Approximately 20.5 acres.
Number of Lots: Sixty-three.
Number of Units: Sixty-three.
Developer: The Ryland Group Inc., a Maryland Corporation.
Quimby Fees: Quimby requirements for this project have been fully satisfied by
dedication to the City of approximately 28 acres of land, located
west of Whites Canyon Road, for a public park and potential
library site.
Donation for Park
and Library: The Developer has agreed to donate $500,500.00, plus a sum equal
to the increase in the Consumer Price Index, calculated from date
of tentative tract map approval, upon issuance of a building
permit, for the first for -sale residence (excepting model homes) in
accordance with the development agreement.
Road Fees: The required Bridge and Thoroughfare fee in the amount of
$5,300.00 per dwelling unit shall be paid at the building permit
stage per the approved development agreement.
Road Improvements: Construction of full improvements along all subdivision streets.
All subdivision streets are to be public streets.
Fees for Construction The Developer shall pay $1,067.62, plus a sum equal to the
