SUBJECT: TRACT MAP NO. 51931-01 - APPROVAL OF THE FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
City Council approve Tract Map No. 51931-01; accept on behalf of the public the offers of
dedication for public streets, easements for sewer purposes and the right to restrict direct
vehicular access to Newhall Ranch Road and Bouquet Canyon Road; make findings as
follows: (a) that this project is consistent with the provisions of Sections 66474, 66474.1;
and 66474.6 of the Subdivision Map Act and should be approved, and (b) that this proposed
subdivision, together with the provisions for this design and improvement, is consistent
with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3
of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8
(commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code;
instruct the City Treasurer to endorse the Special Assessment Certificate on the face of the
map for Tract Map No. 51931-01, which indicates that all special assessments levied by the
City have been paid; and instruct the City Clerk to endorse the Certificate on the face of
Tract Map No. 51931-01, which embodies the approval of said map and the acceptance of
the dedications shown thereon.
BACKGROUND
Tract 51931-01 is the first phase of Tentative Tract Map No. 51931. Tentative Tract 51931
was granted approval by the City Council on December 18, 1997. A Development
Agreement that allows for phasing was approved on January 13, 1998. This phase,
consisting of approximately 3.75 acres, is located at the southwest corner of Bouquet
Canyon Road and Newhall Ranch Road and is owned by the Newhall Land and Farming
Company. One lot, which will be used for commercial purposes, is being created with this
phase. The conditions set by the Planning Commission have been met, and fees have been
paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction
of the City Engineer. The map is ready for Council approval and acceptance of the
dedications.

ALTERNATIVE ACTIONS
No alternative actions that would conform to requirements set forth in the Subdivision Map
Act are identified by staff.
FISCAL IMPACT
The lot created by this subdivision will contain no public streets. However, as a condition of
this phase and future phases of Tract 51931, off-site street improvements and trails will be
built. Once they are accepted by the City, they will impact the City's Park Maintenance
and Street Maintenance budgets.
The developer is contributing the following minimum amounts for the purposes described
(refer to the attached Fact Sheet for details):
Bridge and Thoroughfare Fees: $94,598*
Transit Mitigation Fee: not applicable
Quimby Requirement: not applicable
*Subject to an increase annually in accordance with the Consumer Price Index per the
approved Development Agreement.

Tract Map Location: Southwest corner of Newhall Ranch Road and Bouquet Canyon
Road.
Acreage: Approximately 3.75 acres.
Number of Lots: One.
Use: Gas station and car wash.
Developer: Newhall Land and Farming Company.
Quimby Fees: This phase is not subject to Quimby fee requirements since it does
not contain residential units. Approximately 12.5 acres of
parkland will be provided by future phases of Tract 51931 for
Quimby credit.
Road Fees: $94,598, subject to an increase in accordance with the Consumer
Price Index, will be paid by the developer for Bridge and
Thoroughfare fees. This fee will be paid at the building permit
stage per the approved Development Agreement.
Transit Fees: This phase is not subject to Transit Mitigation fees since it does
not contain residential units.
Road Improvements: No public streets are proposed within this phase. Offsite street
improvements being constructed by the developer for this phase
include street widening and median and landscaping
improvements on Newhall Ranch Road from the Bouquet Creek
Bridge easterly to Bouquet Canyon Road, and along Bouquet
Canyon Road from Newhall Ranch Road to the Santa Clara River
Bridge, along with a signal modification. Additional street and
trail improvements will be built with future phases of this tract.
School Fees: This phase is not subject to school fees since it does not contain
residential lots.
