SUBJECT: TRACT MAP NO. 51931-02 - APPROVAL OF THE FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

City Council approve Tract Map No. 51931-02; accept on behalf of the public the offers of
dedication for public streets, and the right to restrict direct vehicular access to Avenue
Scott, Newhall Ranch Road, McBean Parkway, Magic Mountain Parkway,
Valencia Boulevard, and Bouquet Canyon Road, and the right to restrict building
construction over specific lots; make findings as follows: (a) that this project is consistent
with the provisions of Sections 66474, 66474.1, and 66474.6 of the Subdivision Map Act and
should be approved, and (b) that this proposed subdivision, together with the provisions for
this design and improvement, is consistent with the General Plan required by Article 5
(commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or
any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of
Chapter 3 of Division 1 of the Government Code; instruct the City Treasurer to endorse the
Special Assessment Certificate on the face of the map for Tract Map No. 51931-02, which
indicates that all special assessments levied by the City have been paid; and instruct the
City Clerk to endorse the Certificate on the face of Tract Map No. 51931-02, which
embodies the approval of said map and the acceptance of the dedications shown thereon.
BACKGROUND
Tract 51931-02 is the second phase of Tentative Tract Map No. 51931. Tentative Tract
51931 was granted approval by the City Council on December 18, 1997. A Development
Agreement that allows for phasing was approved on January 13, 1998. This second phase,
consisting of approximately 629 acres, is bounded on the north by Newhall Ranch Road, on
the south by Magic Mountain Parkway and the south bank of the South Fork of the Santa
Clara River, on the east by Valencia Boulevard and Bouquet Canyon Road, and on the west
by the west bank of San Francisquito Creek, and comprises the majority of the North
Valencia I annexation area. The tract is owned by the Newhall Land and Farming
Company.
This phase is being subdivided into 84 large lots that will require further subdividing. The
large lots are being subdivided as follows: 19 large residential lots, six commercial/retail
lots, one school site lot, one private recreational lot, 52 open space lots, and five well site
lots. A Letter of Understanding dated April 30, 1999 expresses the mutual understanding

between the City and the Newhall Land and Farming Company with respect to subsequent
divisions of the lots being created by this map and the further processing of development
entitlements. The building rights will be restricted for lots reserved for open space, a school
site, a private recreational lot, and water well sites. The open space lots are being reserved
for the river, buffer and trail lots, the park sites, the pony league site, and a lake.
The conditions for Tract 51931 set by the City Council have been apportioned to this map
and the subsequent maps. The conditions, which have been apportioned to this map, have
been met and fees paid as indicated on the attached Fact Sheet. The map has been
checked to the satisfaction of the City Engineer. The map is ready for City Council
approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
No alternative actions that would conform to requirements set forth in the Subdivision Map
Act are identified by staff.
FISCAL IMPACT
The public streets shown on the map and off-site streets built as conditions of this tract will
be dedicated to the City. The maintenance of these streets will impact the City's Street
Maintenance budget. In addition, the park and trails being built as conditions for this map
will impact the City's Park Maintenance budget.
The developer is contributing the following minimum amounts for the purposes described
(refer to the attached Fact Sheet for details):
*Bridge and Thoroughfare Fees: See Fact Sheet
Transit Mitigation Fee: $154,300
Quimby Requirement: Parkland Dedication
*These amounts are subject to an increase annually in accordance with the Consumer Price
Index per the approved Development Agreement.

FACT SHEET
Tract Map Location: The tract is bounded on the north by Newhall Ranch Road, on the
south by Magic Mountain Parkway and the south bank of the
South Fork of the Santa Clara River, on the east by
Valencia Boulevard and Bouquet Canyon Road, and on the west by
the west bank of San Francisquito Creek, southwest corner of
Newhall Ranch Road and Bouquet Canyon Road.
Acreage: Approximately 629 acres.
Number of Lots: Eighty-four.
Use: Nineteen large residential lots, six commercial/retail lots, one
school lot, one private recreational lot, 52 open space lots, and five
well site lots.
Open space lots are as follows: eight river lots, 36 buffer and trail
lots, one pony league site, two park sites, and five lake lots.
Developer: The Newhall Land and Farming Company.
Quimby Fees: Per the Development Agreement, the Quimby Fee requirements
will be fully satisfied by the dedication of a 12.4 -acre, and a
2.7 -acre park site, along with the conveyance of approximately 296
acres of the Santa Clara River with this phase, and a two -acre
park site to be dedicated by a future phase.
Road Fees: The required Bridge and Thoroughfare fees will be paid or secured
at the issuance of the building permits per the Development
Agreement subject to an increase annually in accordance with the
Consumers Price Index. The establishment of a fee for Valencia
Bridge and Thoroughfare was authorized by the City Council on
January 12, 1999. A fee of approximately $10,000 per factored
development unit is in its final stages of approval with the County.
Non -Bridge and Thoroughfare fees have been secured in the form
of a bond as the cost of the developer's share of improvements
conditioned to mitigate traffic impacts outside of the Bridge and
Thoroughfare District
Transit Fees: A Transit Mitigation Fee of $154,300 has been paid by the
developer.
Road Improvements: Public streets are being proposed within this phase. Offsite
improvements include street widening, median and landscaping,

bridge construction and bridge widenings, intersection
improvements, and freeway interchange improvements (see
Exhibits `B" and "C" for locations).
Trail Improvements: The map is dedicating multiple use and bike trail right-of-way and
is conditioned to construct trail improvements as depicted in the
Specific Plan to the satisfaction of the Director of the Parks,
Recreation, and Community Services Department and the City
Engineer.
School Fees: To be paid at building permit stage per agreement with the school
districts.
County Library Fee: The developer is paying $336 per unit to Los Angeles County as a
mitigation measure due to impacts to the library system at the
building permit stage.
