SUBJECT: TRACT MAP NO. 52004 — APPROVAL OF THE FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
City Council approve Tract Map No. 52004; accept on behalf of the public the offers of
dedication for public streets, easements for sewer purposes, storm drain purposes, and the
restriction of residential construction over open space lots and flood hazard areas; make
findings as follows: (a) that this project is consistent with the provisions of Sections 66474,
66474. 1, and 66474.6 of the Subdivision Map Act and should be approved, and (b) that this
proposed subdivision, together with the provisions for this design and improvement, is
consistent with the General Plan required by Article 5 (commencing with Section 65300) of
Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to
Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government
Code; instruct the City Treasurer to endorse the Special Assessment Certificate on the face
of the map for Tract Map No. 52004, which indicates that all special assessments levied by
the City have been paid; and instruct the City Clerk to endorse the Certificate on the face of
Tract Map No. 52004, which embodies the approval of said map and the acceptance of the
dedications shown thereon.
BACKGROUND
Tentative Tract No. 52004 was granted approval by the Planning Commission on
September 10, 1996. This tract consists of approximately 399 acres, located east of
Sand Canyon Road between Live Oak Springs Canyon Road and Comet Way, and is owned
by Robinson Ranch Golf, LLC, a Delaware Limited Liability Company. Of the 82 lots being
created, 73 lots will be used for single-family residential units and the remaining lots for
open space, golf course, maintenance yard, clubhouse, and parking lot. The conditions set
by the Planning Commission have been met, and fees have been paid as indicated on the
attached Fact Sheet. Recordation of this map indicates that the project satisfies the
requirements of the State Map Act. The map has been checked to the satisfaction of the
City Engineer. The map is ready for City Council approval and acceptance of the
dedications. This action does not grant authority for occupancy or temporary occupancy of
any portion of the golf course.

No alternative actions that would conform to requirements set forth in the Subdivision Map
Act are identified by staff.
FISCAL IMPACT
All subdivision streets will be dedicated to the City. The maintenance of these streets will
impact the City's Street Maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):

Tract Map Location: East of Sand Canyon Road between Live Oak Springs Canyon
Road and Comet Way.
Acreage: Approximately 399 acres.
Number of Lots: Eighty-two.
Number of Units: Seventy-three.
Developer: Robinson Ranch Golf, LLC, a Delaware Limited Liability
Company.
Quimby Fees: The Quimby Fee requirement of $240,699.00 has been paid
Road Fees: The golf course Bridge and Thoroughfare Fee amount of
$1,691,200.00 has been reduced by the $240,000.00, paid to the
Soledad Integrated Financing District per the conditions of
approval. This reduced amount of $1,451,200.00 has been paid.
Also, Bridge and Thoroughfare Fees in the amount of $408,800.00
are to be paid at building permit stage, subject to an increase
annually in accordance with the Consumers Price Index.
Financing District: An assessment to the Soledad Integrated Financing District in the
amount of $240,000.00 has been paid. This amount was credited
against the Road Fees.
Transit Fees: A Transit Mitigation Fee of $14,600.00 has been paid
Road Improvements: Construction of full improvements along all subdivision streets.
All subdivision streets are to be public streets.
School Fees: To be paid at building permit stage per agreement with the school
districts.
