Brad Therrien RESOLUTION TO VACATE A PORTION OF SOLEDAD STREET, WEST OF OAK AVENUE RESOLUTION NO. 99-13 Transportation & Engineering Services RECOMMENDED ACTION City Council conduct the public hearing, receive public comments, close the public hearing, and consider adopting Resolution No. 99-13, to vacate a portion of Soledad Street. BACKGROUND On March 18, 1998, the City received a request to vacate a portion of Soledad Street from Oak Avenue to a point approximately 306 feet westerly of Oak Avenue in the Canyon Country area. The owners of Golden State Self -Storage, Ojai Oil Company, made this request. This portion of Soledad Street lies between Golden State Self -Storage and a parcel that Ojai Oil intends to purchase and develop as another self -storage facility. The developer is required to have a minimum of two acres to proceed with the project. Without approval of this vacation, the development falls below the minimum lot size and cannot proceed. On November 24, 1998, the City Council adopted Resolution No. 98-139 declaring its intention to vacate a portion of Soledad Street and setting January 12, 1999 as the public hearing date. This vacant, improved portion of Soledad Street, which dead ends at the Los Angeles Department of Water and Power right-of-way, is presently not required for street or highway purposes, or for general public access. There are utilities along the street for which easements will be reserved. City Council directed staff to research the possibility that this portion of roadway has been previously requested to be vacated (six or seven years ago) and that the City Council had denied the request. After extensive research of available records, no previous City Council item or request was found. Golden Valley Road is planned to be located in the proximity of Soledad Street off Soledad Canyon Road, near Home Depot to the south and Gold's Gym to the west (see map). At this time, it may be beneficial to keep all options open for possible routes from the major roadway, Golden Valley Road to Soledad Canyon Road. One possibility would be to route traffic off Golden Valley Road and use Soledad Street as a connection to Soledad Canyon Road. This route could utilize either Ruether Avenue or Oak Avenue, which intersects with Soledad Canyon Road. If Ruether Avenue were used, this approach would utilize the traffic Adopted: r- 1 z -Agenda Itemma RESOLUTION TO VACATE A PORTION OF SOLEDAD STREET January 12, 1999 - Page 2 signal at Ruether Avenue and Soledad Canyon Road. If the transitioning traffic were to be routed onto Oak Avenue (southerly) a new traffic signal could be needed. Using Soledad Street would be the least desirable route because the "surface streets" used for the transition to Soledad Canyon Road are narrow and traverse through a heavy industrial/commercial area. Widening the narrow streets would be costly because most of the buildings are already close to existing public right-of-way. A preferred engineering solution would be to use an off -ramp close to Soledad Canyon Road and farther away from the traffic signal at Ruether Avenue. An off -ramp to the west of the existing Golden Valley Road right-of-way utilizing the road that leads to Gold's Gym would provide the optimal transition route, thereby relieving the need to maintain the right-of-way on Soledad Street. This would allow the vacation of the subject road at the present time. At this time, planning of the roadway system in question is very preliminary and a traffic routing analysis has not been done. It is unlikely that such an analysis would find Soledad Street to be the best approach; however, staff cannot make that determination with certainty until such an analysis is complete. Should Council wish to proceed with the vacation, adoption of Resolution No. 99-13 (attached) will accomplish this task. 1. Do not vacate Soledad Street and retain it as public right-of-way. 2. Postpone action to vacate until a traffic circulation analysis has been completed FISCAL IMPACT None.
