AD99-1- AWARD DESIGN CONTRACT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the contract to Willdan Associates for engineering design services in the amount of $222,980, and authorize a 15 percent contingency expenditure. Authorize the City Manager or designee to execute and sign all documents, subject to City Attorney approval. On March 9, 1999, the City Council voted to form Assessment District 99-1, Vermont Drive/Everett Drive Improvements. The project will construct new road, storm drain, and sewer improvements in the area. This item is before the City Council to award the contract to complete the district formation and design all improvements. Residents along Everett Drive and Vermont Drive, south of Powell Drive, have worked with the City for years regarding this area. The residents eventually voted to approve an assessment district to fund a solution for the deteriorating condition of their private road due to surface water runoff. The district will also fund a new sewer to provide relief for the growing problem of failing septic systems throughout the neighborhood. Staff's consultants prepared estimates for constructing the improvements. These costs were then presented to the property owners as part of the formation of the assessment district to fund the improvements. Assessment ballots and notices of the public hearing were sent via registered mail to affected property owners in compliance with Proposition 218. These ballots were presented and counted at the close of the public hearing on March 9, 1999. No majority protest existed, and the City Council passed Resolution No. 99-36 confirming the district. *q ^ r� � e,, e m� ASSESSMENT DISTRICT 99-1 AWARD DESIGN CONTRACT April 13, 1999 — Page 2 Staff has worked with Willdan Associates regarding this project for a number of years. The work proposed is considered an extension of the original work and substantially relies on the experience gained during the original work performed under previous contracts. Based on these facts, as well as the technical qualifications of the company, Willdan Associates is the recommended firm. ALTERNATIVE ACTIONS City Council may choose to postpone or cancel the project. This action would have a significant impact on the condition of the area in question. FISCAL IMPACT Funds were allocated in the amount of $400,000 during the City Council meeting held on September 8, 1998 to cover the City's participation in this project. Funds in the amount of $400,000 have been budgeted in Project Account No. 52039001. CCP:tw council\vmtawd.doc
