NO. 52041 — AUTHORIZATION TO ADVERTISE FOR
CONSTRUCTION BIDS

RECOMMENDED ACTION
City Council approve the plans and specifications and authorize advertising for bids for the
construction of the West Newhall Improvements, Phase "108," Project No. 52041.
BACKGROUND
This project will install curb and gutter, sidewalk, and reconstruct streets in the West
Newhall area. On April 7, 1998, Council directed staff to apply for a Community
Development Block Grant (CDBG) Section 108 loan in an effort to expedite the completion
of these improvements as requested by the community. Phase "108" will improve the
remaining streets in the West Newhall area that have not been improved in previous
phases. Phase "108" will be the largest phase of the West Newhall projects, as it will install
approximately 15,000 lineal feet (nearly three miles) of curb and gutter.
On September 22, 1998, Council awarded a contract to Korve Engineering for the
preparation of design plans and specifications. During the design process, City staff
worked closely with Korve to implement the main goal of the project. The project team's
primary objective has always been to provide the requested amenities while minimizing
impact on existing improvements, especially trees. City Engineering and Urban Forestry
staff, along with our design consultant, inspected every tree that may be impacted by the
construction. Staff worked with the consultant to develop custom design changes to
preserve the greatest number of trees. The custom design changes include meandering the
sidewalk or curb and decreasing the width (keeping in mind legal minimums) of the
sidewalk or street, all without impacting private property.
Approximately 151 trees ranging from 4 to 24 inches in diameter were encountered within
the project limits. Of the 151 trees, 106 will either be protected in place or unaffected by
construction. Of those 106, approximately 70 have been preserved by the custom design
changes described above.

Of the trees to be removed, 13 are located on Spruce Street between 13th and 14th Streets.
Spruce Street presents a design challenge not found anywhere else in the City. The
existing width of the public right-of-way is very narrow at only 30 feet. A typical street
with curb and gutter, sidewalk, two lanes of traffic, and on -street parking requires a
minimum of 45 feet of right-of-way. In addition, some homes on Spruce Street are located
between 1 to 15 feet behind the right-of-way and do not meet today's setback standards.
Due to the severe restrictions described above, it is necessary to remove all 13 trees within
the public right-of-way on this portion of Spruce Street. Even with the tree removal, the
City must obtain 4 feet of right-of-way from homeowners in order to provide sidewalk and
parking on one side of the street. Several unique options were considered for this area,
including a one-way street, no parking on either side, and no sidewalk. However, during
discussions with residents at their homes and during several public meetings held in the
neighborhood, the consensus was that the City's design solution sacrificing trees and
parking on one side of the street was the best way to serve the residents.
In addition to Spruce Street, 28 other trees are planned for removal during construction. In
many cases, trees that could not be saved by custom design changes are located directly in
the proposed handicapped access ramp areas. In other cases, they are in the direct line of
the proposed curb in locations where the street could not be further narrowed due to
minimum width requirements. Finally, our Urban Forestry staff found some of the trees in
the project area to be in poor condition.
Plans and specifications are complete and available for review in the City Clerk's Reading
File and in the City Engineer's office.
ALTERNATIVE ACTIONS
1. Postpone authorization to bid the contract.
2. Other action as determined by the City Council.
FISCAL IMPACT
The Engineer's Estimate for construction of the West Newhall Improvements Project,
Phase "108," is $1,820,000. This project is funded by a CDBG Section 108 loan. Funding
for this project in the amount of $1,883,925 was approved in the Fiscal Year 1999-2000
annual budget. Project funding will be allocated to Account No. S2041104.
