SUBJECT: WEST NEWHALL IMPROVEMENTS, PHASE "108," PROJECT
NO. S2041— AWARD CONSTRUCTION CONTRACT
RESOLUTION NO. 99-153

RECOMMENDED ACTION
City Council adopt Resolution No. 99-153 and award the contract for the West
Newhall Improvements, Phase "108," Project No. S2041, to Padilla Paving Company
in the amount of $1,427,358.84; and authorize a 15 percent contingency should any
change orders to the contract become necessary. Authorize the City Manager or
designee to execute all documents, subject to City Attorney approval.
BACKGROUND
This project will install curb and gutter, sidewalk, and reconstruct streets in the
West Newhall area. On April 7, 1998, the City Council directed staff to apply for a
Community Development Block Grant (CDBG) Section 108 loan in an effort to
expedite the completion of these improvements as requested by the community.
Phase "108" will improve the remaining streets in the West Newhall area that have
not been improved in previous phases (see Exhibit "A," Project Location Map).
On July 13, 1999, the City Council approved the plans and specifications and
authorized the advertisement for construction bids. On August 17, 1999, the City
Clerk's office received bids for the project (see Exhibit `B," Bid Results). The
Engineer's Estimate for the construction of this project is $1,894,501.75. The lowest
bid was submitted by Padilla Paving Company in the amount of $1,427,358.84.
Staff recommends that the project be awarded to Padilla Paving Company, the
lowest responsive bidder. Padilla Paving Company possesses a State Contractor's
License and is in good standing with the State Contractor's License Board. The bid
of $1,427,358.84 was reviewed for accuracy and conformance to the contract
documents and was found to be complete. The references indicated that this
contractor has performed work to their satisfaction.

ALTERNATIVE ACTIONS
1. Do not award the contract at this time. This action will delay the construction of
this project.
2. Other action as determined by the City Council.
FISCAL IMPACT
Funds for this project in the amount of $2,037,552.50 have been budgeted in Account
No. 52041104 in Fiscal Year 1999-2000.
