SUBJECT: WEST NEWHALL IMPROVEMENTS PROJECT - PHASE III
PROJECT NO. S2037 — BID AWARD
DEPARTMENT: Transportation and Engineering Services
RECOMMENDED ACTION
City Council award the contract for the West Newhall Improvements Project - Phase III, Project
No. S2037 to Security Paving, Inc. in the amount of $221,166.00, and authorize a 15 percent
contingency should any change orders to the contract become necessary. Authorize the
City Manager or designee to execute and sign all documents, subject to City Attorney approval.
BACKGROUND
On January 12, 1999, the City Council authorized the advertisement of Project No. 52037. This
project will install missing curbs, gutters, and sidewalks; and reconstruct portions of streets in
the vicinity of West Newhall, bounded by Lyons Avenue to the north, San Fernando Road to the
south, Race Street to the east, and Newhall Avenue to the west, for the third phase of this
project (see Exhibit A).
On Tuesday, February 16, 1999, the bids were received by the City Clerk's office (see
Exhibit B). The Engineer's Estimate for this project was $260,000.00. The lowest bid was
submitted by Security Paving, Inc. in the amount of $221,166.00.
Staff recommends that the project be awarded to Security Paving, Inc., the lowest responsive
bidder. Security Paving, Inc. possesses a State Contractor's License and is in good standing
with the State Contractors' License Board. The bid of $221,166.00 was reviewed for accuracy
and conformance to the contract documents and was found to be complete. This contractor has
previously constructed several projects to the City's satisfaction. Other references have
indicated that this contractor has performed work that has met their goals.
ALTERNATIVE ACTIONS
Do not award the contract at this time.

FISCAL IMPACT
This project is funded by Community Development Block Grant funds. Account
No. S2037104-8001 has been established to track all associated costs for this portion of the
project.
Funds in the amount of $315,588.00 from Account No. S2037104 have been budgeted in
Fiscal Year 1998/99 for this project.
