URGENCY ORDINANCE GOVERNING WIRELESS
COMMUNICATION FACILITIES

RECOMMENDED ACTION
The City Council conduct the public hearing, receive testimony, close the public hearing,
and adopt the 10 month and 15 day extension to the 45 day Interim Urgency Ordinance
governing wireless communication facilities passed December 8, 1998.
BACKROUND
On December 8, 1998, the City Council passed and adopted a 45 day Interim Urgency
Ordinance governing wireless communication facilities. Under the Urgency Ordinance, all
proposed wireless communication facilities must receive approval of a conditional use
permit prior to construction, as well as follow design standards.
Ordinance No. 99-3 is a 10 month and 15 day extension of the Urgency Ordinance passed
December 8, 1998.
This urgency ordinance exempts wireless communication facilities that have received
approval from the Planning and Building Services Department. This ordinance also
exempts those antenna structures that are designed to receive over -the -air UHF and/or
VHF television broadcast transmission, and AM and/or FM radio broadcast transmission.
Planning Staff expects to have the final wireless communication ordinance passed and
adopted within six months.
ALTERNATIVE ACTIONS
1. Council may choose not to pass the extension to the Interim Urgency Ordinance.
2. Other Direction as determined by the City Council.

TO CONSIDER AN EXTENSION OF ORDINANCE NO. 98-21
AN INTERIM URGENCY ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA
ADOPTING INTERIM REGULATIONS FOR WIRELESS
COMMUNICATIONS FACILITIES IN THE
CITY OF SANTA CLARITA, CALIFORNIA
PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita to consider
an extension of Ordinance No. 98-21, an interim urgency ordinance of the City Council of the
City of Santa Clarita, adopting interim regulations for wireless communications facilities in the
City of Santa Clarita, California.
The hearing will be held by the Santa Clarita City Council in the City Hall Council Chambers,
23920 Valencia Blvd., 1st Floor, on the 12 day of January, 1999, at or after 6:30 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this matter
at that time. Further information may be obtained by contacting the City Clerk's Office, Santa
Clarita City Hall, 23920 Valencia Blvd., Suite #301, Santa Clarita, CA.
If you wish to challenge this action in court, you may be limited to raising only those issues you
or someone else raised at the public hearing described in this notice, or in written
correspondence delivered to the City Council, at, or prior to, the public hearing.

CITY REPORT FOR INTERIM ORDINANCE NO. 99-3
PURSUANT TO GOVERNMENT CODE SECTION 65858 (d)
Pursuant to Government Code Section 65858 (d), the City Council of the City of
Santa Clarita hereby issues the following report describing measures taken to alleviate the
condition which led to the adoption of the Interim Ordinance No. 99-3 by urgency measure:
On December 8, 1998 the City Council of the City of Santa Clarita adopted
Ordinance No. 98-21, an Urgency Ordinance pursuant to Government Code Section 65858
(a) setting forth interim regulations to manage the location and design of wireless radio
communication antennas and related facilities. In accordance with Government Code
Section 65858, on January 12, 1999 the City proposes to extend Ordinance No. 98-21 for a
period of ten months and fifteen days or until replaced with a permanent ordinance earlier.
The City is beginning preparations of a permanent ordinance that will address new
technology and various structures as well as certain locations throughout the City. Such
permanent ordinance will require additional research into appropriate zoning districts,
potential applicants, emerging technology and evolving federal regulations. The adoption of
a permanent ordinance will require public outreach as well as appropriate environmental
review and consideration by the Planning Commission.
Therefore, on the basis of continuing research, preparation, and consideration of
comprehensive permanent standards for regulation of wireless facilities, the City Council
will be considering an extension to interim regulations for a period of 10 months and 15
days until December 7, 1999.
